J <br /> Noise <br /> The revised project description has all grinding, sorting, and screening being done off-site at a certified <br /> recycling facility. The nearest noise receptor(residence) is 1800 feet from the project location. Also, <br /> Development Title Section 9-1025.9(c)(5)specifically exempts noise sources emanating from any <br /> agricultural operation. <br /> Odor <br /> Odor is controlled by monitoring the temperature and the humidity and turning the windrows when indicated. <br /> The windrows cannot be in standing water and must be well drained. These items will be addressed through <br /> the Conditions of Approval from the Environmental Health Department. The applicant will need a Solid <br /> Waste Compost Site Permit, a California Water Quality Control Board Waste Discharge Permit or release, <br /> and a detailed plan outlining the operation to be reviewed by Environmental Health. <br /> Flooding <br /> The original proposal for this project located the windrows at the lowest elevation of the property. The <br /> revised site plan locates the windrows at a higher location. The Public Works Department recommends that <br /> the applicant shall keep Bear Creek free of all obstacles that impede the flow of water. Also, the applicant <br /> must obtain verification from the Solid Waste Division that this development has met the requirements of the <br /> Waste Plan Format for Development Projects. The Environmental Health Department recommends that the <br /> applicant complete a detailed plan that includes a section on storm drainage. <br /> Riparian Habitat <br /> Approximately 2300 feet of the existing access road runs parallel to Bear Creek. Section 9-1510.5 of the <br /> Development Title requires that"Parallel to any natural bank of a waterway, a natural open space for <br /> riparian habitat shall be maintained to provide nesting and foraging habitat and the protection of waterway <br /> quality. The windrows will be located more than 1500 feet south of Bear Creek.
