In addition, the <br /> proposed designation of R/R is also not one of the exceptions listed above. <br /> A Community Organization and Development Patterns (Volume I p IV-13) <br /> Implementation 13. General Plan Amendments: <br /> (b) In reviewing General Plan 2010 Map amendments to convert land from <br /> agricultural uses to non-agricultural urban uses, the following criteria should be <br /> used for evaluation. <br /> (2) the potential for the project to create premature development pressure on <br /> surrounding agricultural lands; <br /> • The 11 project parcels are classified as Prime Farmland by the Department of <br /> Conservation. The proposed General Plan Amendment appears to be inconsistent <br /> with this implementation measure because the conversion of 44.25 acres of prime <br /> farmland into a non-agricultural use is premature and may create additional <br /> developmental pressure on surrounding agricultural lands which are also designated <br /> as prime farmland. <br /> Summary <br /> The proposed project does not appear to be consistent with the policies and <br /> implementation measures of the General Plan. The proposed project area is located <br /> outside of existing urban and rural communities and the General Plan Amendment would <br /> introduce more intensive residential development in an existing agricultural area. <br /> However, if the applicant chooses to submit a full application, a Zone Reclassification <br /> application will need to be filed concurrently in order to maintain the consistency <br /> between the General Plan designation and zone. The AG-40 zone is not a consistent <br /> implementing zone for the R/R General Plan designation. -The applicant would need to <br /> propose a zone that is compatible with the R/R General Plan designation. <br /> NOTE: The pre-application conference is designed to inform prospective applicants of <br /> General Plan consistency, zoning consistency, public improvement requirements, <br /> preliminary design constraints and opportunities, and major environmental and safety <br /> issues. This information is provided in the hope of assisting the applicant in submitting a <br /> better and more complete application, as well as minimizing processing time. It is not <br /> intended to be an in-depth analysis, and an environmental assessment is not completed. <br /> The applicant should be aware that a detailed review would not be done until the full <br /> application is submitted.
