-------------
the General Plan designation of the 44.25 acres of Loduca Estates from A/G to R/R.
The Development Committee memo dated April 7, 2004 states that "the proposed
project does not appear to be consistent with the policies and implementation measures
of the General Plan."The current project is a 16.29-acre portion of the proposed project
under PA-0400077. The applicant states that the purpose of changing the General Plan
would be to subdivide the parcel into 2-acre parcels for homesite construction.
General Plan Issues
In order to approve the General Plan Amendment, the Board of Supervisors will have to
determine that the internal consistency of the General Plan is maintained in the adoption
of the proposed General Plan Amendment. The Community Development Department
has reviewed the proposed General Plan Amendment application and offers the
following comments:
2. Residential Development (Volume I P. IV-18)
Policy 1. (a) Rural Residential:
(3) Locational Criteria: Appropriate in rural communities and only for areas of existing
rural residential densities in urban communities.
• The proposed General Plan Amendment request does not meet the locational criteria
listed for rural residential development. The parcel proposed for amendment is not
located within an existing rural or urban community.
A. Community Organization and Development Patterns (Volume I, p. IV-4 through 6)
Objective 3. To minimize the effect on agricultural lands and other environmental
resources while providing for orderly growth.
• The proposed General Plan Amendment is inconsistent with this objective of the
General Plan because it will create disorderly residential growth in the center of an
established agricultural area.
Policy 5. Development shall be orderly and compact.
• The proposed General Plan Amendment is inconsistent with this policy because the
amendment would result in a cluster of residential development in the center of an
agricultural area outside of existing rural and/or urban communities.
Policy 7. Residential, commercial, and industrial development shall be shown on
the General Plan Map only in communities identified [in the General
Plan), except in the following instances:
(a) contiguous, industrial expansion of existing industrial areas;
(b) Freeway Service areas;
(c) Commercial Recreations areas; or
(d) Truck Terminal areas.
2
