------------- <br /> the General Plan designation of the 44.25 acres of Loduca Estates from A/G to R/R. <br /> The Development Committee memo dated April 7, 2004 states that "the proposed <br /> project does not appear to be consistent with the policies and implementation measures <br /> of the General Plan."The current project is a 16.29-acre portion of the proposed project <br /> under PA-0400077. The applicant states that the purpose of changing the General Plan <br /> would be to subdivide the parcel into 2-acre parcels for homesite construction. <br /> General Plan Issues <br /> In order to approve the General Plan Amendment, the Board of Supervisors will have to <br /> determine that the internal consistency of the General Plan is maintained in the adoption <br /> of the proposed General Plan Amendment. The Community Development Department <br /> has reviewed the proposed General Plan Amendment application and offers the <br /> following comments: <br /> 2. Residential Development (Volume I P. IV-18) <br /> Policy 1. (a) Rural Residential: <br /> (3) Locational Criteria: Appropriate in rural communities and only for areas of existing <br /> rural residential densities in urban communities. <br /> • The proposed General Plan Amendment request does not meet the locational criteria <br /> listed for rural residential development. The parcel proposed for amendment is not <br /> located within an existing rural or urban community. <br /> A. Community Organization and Development Patterns (Volume I, p. IV-4 through 6) <br /> Objective 3. To minimize the effect on agricultural lands and other environmental <br /> resources while providing for orderly growth. <br /> • The proposed General Plan Amendment is inconsistent with this objective of the <br /> General Plan because it will create disorderly residential growth in the center of an <br /> established agricultural area. <br /> Policy 5. Development shall be orderly and compact. <br /> • The proposed General Plan Amendment is inconsistent with this policy because the <br /> amendment would result in a cluster of residential development in the center of an <br /> agricultural area outside of existing rural and/or urban communities. <br /> Policy 7. Residential, commercial, and industrial development shall be shown on <br /> the General Plan Map only in communities identified [in the General <br /> Plan), except in the following instances: <br /> (a) contiguous, industrial expansion of existing industrial areas; <br /> (b) Freeway Service areas; <br /> (c) Commercial Recreations areas; or <br /> (d) Truck Terminal areas. <br /> 2 <br />
