58. Neighborhood Parks: <br /> a. The neighborhood parks identified within Specific Plan II shall be dedicated to the <br /> MHCSD with the first Final Map. Developer shall create a separate funding mechanism <br /> for maintenance acceptable to MHCSD. Timing: Dedication shall be met with approval <br /> of first Final Map of Neighborhood `I &J'; financing mechanism shall be completed and <br /> adopted by the Board of Directors prior to the approval of the first Final Map. <br /> b. Neighborhood Parks shall be designed consistent with all Community Approvals including <br /> applicable provisions of the Parks, Recreation and Leisure Plan and the MHCSD Design <br /> Manual. The design of the park shall be reviewed and approved by the MHCSD. Timing: <br /> condition shall be met prior to approval of first Final Map. <br /> c. Construction of`I' Neighborhood Park shall begin no later than the time at which 50% of <br /> the dwelling units for the neighborhood have been issued a building permit. The Park <br /> shall be completed no later than the time at which 80% of dwelling units for the <br /> neighborhood have been issued building permits. Completion time may be modified by <br /> the MHCSD General Manager to reflect construction, weather, budget, or other public <br /> interest contingencies. <br /> d. Construction of`J' Neighborhood Park shall begin no later than the time at which 50% of <br /> the dwelling units for the neighborhood have been issued a building permit. The Park <br /> shall be completed no later than the time at which 80% of dwelling units for the <br /> neighborhood have been issued building permits. Completion time may be modified by <br /> the MHCSD General Manager to reflect construction, weather, budget, or other public <br /> interest contingencies. <br /> 59. Community Parks: implementing public improvement projects shall comply with all Community <br /> Approvals including applicable provisions of the MHCSD Parks, Recreation and Leisure Plan and <br /> the MHCSD Design Manual. <br /> 60. Proposed Dry Creek: <br /> a. The Dry Creek Corridor shall be designed to comply with all Community Approvals and <br /> shall conform with applicable development provisions of Mountain House Creek <br /> Community Park. Timing: condition shall be met prior to approval of first Final Map. <br /> b. Appropriate irrigation shall be provided continually along all edges within the upper <br /> terrace areas of the linear Dry Creek Corridor to provide perennial 50 foot buffer subject <br /> to State and Federal Requirements. <br /> c. Site furniture, consistent with the common design theme of the neighborhood, shall be <br /> incorporated into the Improvement Plans for the Dry Creek Corridor and shall be <br /> consistent with the MHCSD Design Manual. The site furniture shall be a part of the Dry <br /> Creek Corridor design plans and shall be reviewed and approved by MHCSD. <br /> d. Construction of Dry Creek Improvements may be completed on a phased basis to <br /> correspond with the development of neighborhood, or parcels as determined by MHCSD <br /> directly adjacent to the facility. Dry Creek improvements to a specific segment shall be <br /> completed no later than the time at which 80% of dwelling units for the neighborhood, or <br /> adjacent parcels, have been issued building permits. Completion time may be modified <br /> by the MHCSD General Manager to reflect construction, weather, budget, or other public <br /> interest contingencies. <br /> e. Masonry Walls or View Fencing, consistent with the MHCSD Design Manual and MHCSD <br /> Standards, shall be constructed in all locations where residential properties abut Dry <br /> Creek Corridor areas. No fencing may be permitted in locations where residences face <br /> the Open Space as deemed appropriate by the MHCSD. Wall/Fencing Plans to be <br /> consistent with all Community Approvals including applicable provisions of the MHCSD <br /> Resolution Template 01/2017 <br />
