Any development immediately adjacent to Dry Creek shall be constructed and managed to <br /> provide access to the waterway for vector surveillance and control activities. <br /> 2. The Wetlands Management Plan shall include provisions to prevent the creation of mosquito <br /> breeding habitat in a wetlands environment.
