i <br /> Access <br /> The proposed access driveway off Kennefick Road shall have a width of no less than <br /> twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way aisles, except <br /> that in no case shall driveways designated as fire department access be less than <br /> twenty (20) feet wide. (Development Title Section 9-1015.5(h)[1]) <br /> The proposed driveway encroaches on the neighboring parcel to the west. A Lot Line <br /> Adjustment application must be filed and a Notice of Lot Line Adjustment must be <br /> recorded prior to the applicant being issued a building permit for the winery expansion if <br /> the existing driveway from Kennefick Road is removed. <br /> Central California Traction Company <br /> The Central California Traction Company owns the parcel between the subject property <br /> and Kennefick Road. It appears the applicant does not have legal access over the <br /> railroad company's parcel. The applicant shall obtain an easement across the property, <br /> obtain an encroachment permit from the Railroad company, or provide access from <br /> Peltier Road. <br /> Parking <br /> Development Title Table 9-1015.3(a) requires forty (40) parking spaces, twenty in Phase <br /> 11 and twenty in Phase 111 (2.5 parking spaces shall be provided for each 1,000 square <br /> feet of building area). The applicant is showing twenty-seven (27) parking spaces. <br /> Development Title Section 9-1015.9 permits the Community Development Department to <br /> modify the parking requirements when' the requirements of the Chapter may be <br /> considered insufficient or excessive. If the applicant would like to modify the parking <br /> requirements, the applicant can submit a letter to the Community Development <br /> Department and the Community Development Department will review the letter and <br /> make a determination regarding the number of spaces required. <br /> Tasting Room and Marketing Events <br /> Development Title Section 9-1075.2(m)(1)(A) states the maximum size of an area <br /> designated for wine tasting within a multipurpose building for a large winery shall not <br /> exceed thirty percent (30%) of the area designated for production facilities. As a result, <br /> the wine tasting room shall not exceed 4,170 square feet as 13,902 square feet have <br /> been allocated for production thus far (BP-0103112). . <br /> The applicant has not submitted a marketing plan. If the applicant decides to propose <br /> marketing events in the future, then the applicant would need to submit a Market Plan, <br /> and obtain a Revision of Approved Actions application. However, the applicant has <br /> stated he intends to submit a marketing plan with this Use Permit application. Upon <br /> submittal, the marketing plan will be referred out and the Planning Commission date <br /> shall be rescheduled. <br /> This item is tentatively scheduled for the Planning Commission hearing on February 7, <br /> 2008. The Community Development Department has reviewed the Use Permit <br /> application and responses from other agencies and provided all outstanding issues have <br /> 2 <br />
