Kettleman Lane <br /> Lodi, CA 95240 <br /> REQUEST FOR REPORT OF WASTE DISCHARGE TO PREPARE WASTE DISCHARGE <br /> REQUIREMENTS FOR DELTA PACKING COMPANY, SAN JOAQUIN COUNTY <br /> On 3 June 2014, the Central Valley Regional Water Quality Control Board (Central Valley <br /> Water Board) received a complaint that wind-drift of wastewater spray from your facility was <br /> damaging crops on a neighboring property. Based on our 5 June 2014 telephone <br /> conversation, we understand that Delta Packing Company generates wastewater from <br /> refrigeration condensate and seasonal fruit washing activities, which is then directed to an <br /> unlined stormwater pond built in 2012. The wastewater is aerated in the pond and allowed to <br /> percolate and evaporate, or is then used to irrigate a nearby cherry orchard. <br /> Pursuant to the California Water Code, the Central Valley Water Board regulates discharges <br /> of waste to land by issuing Waste Discharge Requirements (WDRs). With limited exceptions, <br /> Water Code section 13260 requires that facility operators and owners obtain WDRs before <br /> beginning any waste discharge land. Because the discharge of wastewater from this facility is <br /> unpermitted and this agency has received complaints of off-site discharge, Delta Packing <br /> must discontinue wastewater discharge to the on-site stormwater pond. Based on our <br /> telephone discussions on 5 and 17 June 2014, it is our understanding that this discharge of <br /> wastewater has been discontinued. <br /> If you wish to obtain WDRs, you must first submit a Report of Waste Discharge (RWD) that <br /> consists of the following: <br /> 1. A completed and signed Form 200 (attached). <br /> 2. A technical report that includes the information requested in the attached checklist of <br /> required Technical Information for a Report of Waste Discharge. The technical report <br /> must include sufficient details about current wastewater practices, wastewater and <br /> groundwater quality, gradient and direction of groundwater flow, and an anti- <br /> degradation evaluation. The technical report must be prepared and signed by a <br /> professional engineer or geologist experienced in evaluating waste discharge to land <br /> practices. <br /> KARL E.
