January 7,2004 <br /> NOA ENVIItONMENTAL PROJECT NUMBER LE03-354 <br /> 4.0 EVALUATION OF IDENTIFIED CONTAMINATION SOURCES <br /> Because methomyl was last applied to the subject property in 2000,residues of that chemical are most <br /> likely no longer present in soils on the site. Groundwater is shallow in the Tracy area, and a drain <br /> sump is used on the subject property. The potential exists that methomyl or other agricultural <br /> chemicals may be found in on-site groundwater. <br /> Because no records of leaks from the former underground storage tanks at the site are on record at <br /> the EBD, contamination from these tanks is not likely to represent a current environmental threat. <br /> The two large above-ground storage tanks on the property appear to be within sufficient secondary <br /> containment. The butane and propane tanks do not present an environmental threat. The smaller <br /> dispenser tanks observed within the equipment storage areas, however, may represent a potential <br /> threat of release. <br /> The pile of tires on the property represents a recognized environmental condition. The inoperable <br /> vehrc ees-and miscellaneous equipment may present a threat of release. Oil stains in the <br /> equipment storage areas are evidence that minor past releases have occurred. <br /> A certain amount of equipment, fuel, and chemicals are to be expected at a major farm operation. <br /> Because the property will continue to be used for its present use, general housekeeping at the site <br /> may be sufficient to satisfactorily mitigate the above issues. <br /> 5.0 CONCLUSIONS AND-RECOMMENDA TIONS' -- --~---_---_ <br /> 6. Tires, inoperable vehicles, used chemical containers, debris, and other deleterious materials should <br /> be removed from the site and disposed of according to all applicable local, state, and federal; <br /> re _... __.. _ <br /> Any demolition or renovation of buildings on the property should be performed with an awareness <br /> of potential lead-based paint and asbestos issues and according to all applicable regulations for the <br /> handling of these materials. <br /> All above-ground storage tanks on the property should be secured within secondary containment. LL7 <br /> Prudence would dictate that, if any changes take place in operation, maintenance, or zoning of the <br /> property, groundwater samples be collected from the on-site water wells and tested for a broad <br /> spectrum of agricultural chemicals. <br /> 15 <br />
