January 7,2004 <br /> NOA ENVIRONMENTAL PROJECT NUMBER LE03-354 <br /> Due to concerns regarding potential liability for toxic hazards which may adversely impact real estate <br /> in general, investors need to assess property before sale or purchase to determine if current or past <br /> occupants or surrounding land uses could adversely impact property development or result in future <br /> liability for the investor. Good commercial and customary practice for conducting a <br /> Surface/Subsurface Contamination Report for a parcel of property is to identify recognized <br /> environmental conditions. According to ASTM Standard E 1527 - 00 / paragraph 1.1.1, the term <br /> recognized environmental conditions means "...the presence or likely presence of any hazardous <br /> substances or petroleum products on a property under conditions that indicate an existing release, a <br /> past release, or a material threat of a release of any hazardous substances or petroleum products into <br /> structures on the property or into the ground, groundwater, or surface water of the property." <br /> This Surface/Subsurface Contamination Report discusses all work performed by NOA to date with <br /> regard to this project. The principal findings are outlined throughout the body of this text and are <br /> summarized in the conclusion of this report. <br /> This report has been formatted to correspond to the San Joaquin County Environmental Health <br /> Department's Surface and Subsurface Contamination Report Requirement Checklist,dated July 14, <br /> ` 2003. <br /> r <br /> 1.0 INTRODUCTION AND PROPOSED DEVELOPMENT <br /> 1.1 Description of Site <br /> The subject property is located at 33600 Koster Road, Tracy, California. The property, Assessor's <br /> Parcel Numbers 255-160-02,255-160-23,and 255-160-24,is located southeast of Tracy at the center <br /> r of the triangle formed by Koster Road, Vernalis Road, and Highway 33. The subject property is <br /> 277.29 acres total and roughly rectangular in shape. The eastern half of the property is used for <br /> growing row crops. The western half is apricot, almond,and walnut orchards. A paved but unnamed <br /> r road runs along the southern boundary of the property, and a farm office, shop, and residential <br /> complex are located north of this road about halfway across the property. A complex of trailers and <br /> a residence are located approximately one-third of the way up the property off Koster Road. <br /> r Surrounding properties are used as orchards, row crop land, and rural residences. <br /> According to the San Joaquin County Community Development Department web site, the subject <br /> property is zoned AG40,general agriculture.
