January 7,2004 <br /> NOA ENVIRONMENTAL PROJECT NUMBER LE03-354 <br /> 1.2 Proposed Development <br /> r, Mr. Jim Thoming proposes to subdivide parcel 2 of the subject property into one 55.38-acre parcel <br /> and one 54.88-acre parcel, subdivide parce124 into one 40.00-acre parcel and one 40.11-acre parcel, <br /> and subdivide parcel 23 into one 40.33-acre parcel and one 40.39-acre parcel. He plans to continue <br /> using the land for its current uses;the parcel splits will allow him and his brother John to evenly <br /> divide the land. Mr. Thoming was interviewed by telephone on November 25, 2003, at 11:00 a.m. <br /> by Ms. Abigail Racco of this office. The proposed development is shown on the site map in <br /> r Appendix A. <br /> 2.0 PAST, PRESENT,AND PROPOSED FUTURE USES <br /> 2.1 Recorded Land Title Records <br /> A title report was neither provided nor requested by the client for NOA's use in preparing this report. <br /> ` 2.2 Aerial Photographs <br /> Aerial photographs depicting the subject property dated 1937, 1952, 1963, 1975 and 1983 were <br /> ` reviewed at the San Joaquin County Surveyor's Office in Stockton, California. <br /> In the 1937 photo,the subject property is shown as agricultural land. highway 33 and the Southern <br /> Pacific Railroad run along the northeastern boundary of the site, and an irrigation canal passes <br /> through the southwestern corner of the site. Smaller canals run along the other site boundaries and <br /> r, across the property. A residence is apparent near the center of the southern site boundary. This <br /> photo does not show the far eastern side of the property. <br /> In the 1952 photo, a square of land has been cleared on the subject property to the southeast of the <br /> existing residence. The canals on the property are in slightly different locations. Land has been <br /> cleared and a building is apparent to the west of the large canal crossing the southwestern comer of <br /> the property. The subject property and its immediate vicinity remain agricultural land. <br /> In the 1963 photo, the irrigation canal along the southwestern property boundary has been <br /> straightened and appears to terminate at the southern property line, and further development is <br /> apparent to the south of this canal. The remainder of the triangular area south of the canal appears <br /> to be planted with orchard. The canal along the northern boundary makes a slight dip near the center <br /> of the site. The previously cleared area southeast of the residence appears to have been planted with <br /> crops. The subject property and its immediate vicinity remain agricultural land. <br /> 5 11 <br />
