All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, <br /> Chapter 9-1605) issuance. As an example, these requirements may include raising the finish floor <br /> elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Contact person: Ted Tasiopoulos, [209] 468- <br /> 3420) <br /> a. A qualified environmental professional shall prepare a surface and subsurface <br /> contamination report, identifying any potential source of surface or subsurface <br /> contamination caused by past or current land uses. The report shall include evaluation of <br /> non-point source of hazardous materials, including agricultural chemical residues, as well <br /> as potential point sources, such as fuel storage tanks, septic systems, or chemical storage <br /> areas. The report shall be submitted to the Environmental Health Department at time of <br /> submittal of a tentative map (San Joaquin County Development Title, Section 9-905.12). <br /> A review fee of $250.00 shall be paid at the time of submittal to the Environmental Health <br /> Department. <br /> NOTE: The Environmental Health Department has received a report dated May 16, 2011, <br /> and it has been approved. <br /> b. A soil suitability study shall be submitted to the Environment Health Department indication <br /> that the area is suitable for septic system usage. The study must be approved by the <br /> Environmental Health Department prior to the recordation of Final Map. (San Joaquin <br /> County Development Title, Section 9-1105.2(d). A review fee of $250.00 must be paid at <br /> time of submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on site sewage standards of SAN <br /> Joaquin County prior to approval. A percolation test that meets absorption rates of the <br /> manual of septic tank practice or E.P.A. Design Manual for onsite wastewater treatment <br /> and disposal systems is required for each parcel. A permit fee of $125.00 per percolation <br /> hole is required. <br /> NOTE: The designated remainder is non-buildable for living structures until the <br /> Environmental Health Department receives and approves a Soil Suitability Study showing <br /> the remainder is suitable for septic system usage including a percolation test. <br /> c. The existing private water wells shall be tested for the chemical Dibromochloropropane <br /> (DBCP) and nitrates with the results submitted to the Environmental Health Department <br /> prior to recordation of the Final Map. Samples are to be taken and analyzed by a State- <br /> approved laboratory (San Joaquin County Development Title, Section 9-1115.7). <br /> d. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability/Nitrate Loading Study findings (San Joaquin County Development Title, Section <br /> 9-11103 and 9-1110.4) <br /> Conditions of Approval - 3 - <br />
