San Joaquin County Community Executive Summary <br /> Development Department <br /> ■ DSS' Traina quarry(County quarry permit#QX-96-1),located on the west <br /> side of Koster Road,0.5 mile south of Blewett Road. <br /> ■ Granite Construction's Vernalis quarry(County quarry permit#QX-94-1), <br /> located on the east side of Bird Road between 1-580 and I-5. <br /> ■ West Coast Aggregates' quarry(County quarry permit#QX 86-2),located <br /> east of I-580 and the Granite quarry site. <br /> ■ RMC Pacific Materials (County quarry permit#QX-01-2)(proposed site), <br /> proposed to be located on the southeast comer of Blewett Road and Koster <br /> Road. <br /> ` The Applicant has joined with the mine operators identified above to form the <br /> Vernalis Aggregate Producers Group for the purpose of funding the engineering <br /> design and environmental analysis of the proposed SR 132/Bird Road <br /> Interchange project(Omni-Means 2005). This project would eliminate the <br /> existing at-grade intersection and construct a new grade separated interchange. <br /> In addition to the interchange improvements, the Project proposes to upgrade SR <br /> 132 to a four-lane freeway through the interchange and construct auxiliary lanes <br /> °i on SR 132,between the Bird Road and I-5 interchange. This project is presently <br /> considered by the San Joaquin County Board of Supervisors as one of the top ten <br /> transportation improvement projects in San Joaquin County(San Joaquin County <br /> 2004). The County has determined that the interchange will need to be in place <br /> before aggregate production in the project area can be expanded over current <br /> levels. This project is currently under review by the County and the California <br /> Department of Transportation, who would have discretionary approval of a new <br /> interchange project. At the time of preparation of this EIR,the proposed <br /> construction year for the interchange was estimated as 2007. <br /> Project Objectives <br /> Applicant Objectives <br /> The Applicant has identified the following specific objectives to meet its goal of <br /> developing the maximum known aggregate reserves that can feasibly be mined <br /> within the current design plan area. <br /> ■ Location: Secure approvals to mine the reserves on-site,which are located <br /> within the southwestern portion of San Joaquin County,thus providing a <br /> reliable and economic source to meet current and projected demand in the <br /> region. <br /> ■ Profit: Responsibly operate a profitable aggregate mine and processing <br /> facility. <br /> ■ Period: Provide for approximately 40 years of approved aggregate <br /> extraction, in accordance with availability of known resource reserves, <br /> ` mining and reclamation plans,and foreseeable market demands. <br /> Implementation and monitoring final reclamation activities would be <br /> DeSllva Gates Quarry Project <br /> Draft Environmental Impact Report ES-3 <br /> J85 05105.05 <br /> r <br />
