San Joaquin County Community Executive Summary Development Department ■ DSS' Traina quarry(County quarry permit#QX-96-1),located on the west side of Koster Road,0.5 mile south of Blewett Road. ■ Granite Construction's Vernalis quarry(County quarry permit#QX-94-1), located on the east side of Bird Road between 1-580 and I-5. ■ West Coast Aggregates' quarry(County quarry permit#QX 86-2),located east of I-580 and the Granite quarry site. ■ RMC Pacific Materials (County quarry permit#QX-01-2)(proposed site), proposed to be located on the southeast comer of Blewett Road and Koster Road. ` The Applicant has joined with the mine operators identified above to form the Vernalis Aggregate Producers Group for the purpose of funding the engineering design and environmental analysis of the proposed SR 132/Bird Road Interchange project(Omni-Means 2005). This project would eliminate the existing at-grade intersection and construct a new grade separated interchange. In addition to the interchange improvements, the Project proposes to upgrade SR 132 to a four-lane freeway through the interchange and construct auxiliary lanes °i on SR 132,between the Bird Road and I-5 interchange. This project is presently considered by the San Joaquin County Board of Supervisors as one of the top ten transportation improvement projects in San Joaquin County(San Joaquin County 2004). The County has determined that the interchange will need to be in place before aggregate production in the project area can be expanded over current levels. This project is currently under review by the County and the California Department of Transportation, who would have discretionary approval of a new interchange project. At the time of preparation of this EIR,the proposed construction year for the interchange was estimated as 2007. Project Objectives Applicant Objectives The Applicant has identified the following specific objectives to meet its goal of developing the maximum known aggregate reserves that can feasibly be mined within the current design plan area. ■ Location: Secure approvals to mine the reserves on-site,which are located within the southwestern portion of San Joaquin County,thus providing a reliable and economic source to meet current and projected demand in the region. ■ Profit: Responsibly operate a profitable aggregate mine and processing facility. ■ Period: Provide for approximately 40 years of approved aggregate extraction, in accordance with availability of known resource reserves, ` mining and reclamation plans,and foreseeable market demands.
