San Joaquin County Community Executive Summary <br /> Development Department <br /> Overview of the Proposed Project <br /> Project Location <br /> The proposed Project is located in southwest San Joaquin County, south of the _ <br /> city of Tracy and northeast of the intersection of Interstates 5 and 580(I-5 and I- <br /> 580)(Township 3 South,Range 6 East, Section 5)(see Figure 2-1 in Chapter 2, <br /> "Project Description"). The 217.5-acre site is bounded by SR 132/Vemalis <br /> Road/Ohm Road on the north,Koster Road on the east, Blewett Road and the <br /> Hetch Hetchy Aqueduct on the south, and the Delta Mendota Canal on the <br /> southwest. <br /> The site is located directly on and visible from SR 132. Access to the site is <br /> available from paved county roads,primarily off Koster Road. Ohm Road <br /> provides access to the site from Koster Road off of SR 132/Vemalis Road. <br /> Project Background <br /> The project site is relatively flat,with elevations varying from 180 feet on the _ <br /> southwest to 150 feet at the northeastern comer. A Pacific Gas and Electric <br /> (PG&E)natural gas pipeline crosses the southern portion of the site, and a water <br /> pipeline crosses the northern portion of the site. The site is serviced by existing <br /> electrical power,domestic water(wells),and communications lines. The site is <br /> classified as Prime Farmland(Department of Conservation 2001). The site is <br /> located on five parcels zoned AG-40 (General Agriculture)and designated A/G <br /> (General Agriculture) in the County General Plan (see Figure 2-3 in Chapter 2, <br /> "Project Description"). The site has been graded for agricultural use,and the <br /> majority of the site is currently in use as an almond orchard. One single-family <br /> residence with an attached equipment building is located on the site and currently _ <br /> serves as the residence for the ranch foreman. The residence will be converted to <br /> an administration and site security office for the life of the project operation. <br /> The project area is identified in the San Joaquin County General Plan as <br /> containing significant sand and gravel aggregate resources, and the southern <br /> portion of the site is classified as MRZ-3 (Mineral Resource Zone 3: Areas of _ <br /> Undetermined Mineral Resource Significance)and the northern portion is <br /> classified as MRZ-I (Mineral Resources Zone 1: Areas where adequate geologic <br /> information indicates that no significant mineral deposits are present,or where it <br /> is judged that little likelihood exists for their presence)by the Department of <br /> Conservation(Figure 2-4). Several other existing and planned quarry sites are <br /> located in the project vicinity(Figure 2-5), including the following. <br /> ■ Teichert Aggregates' Vernalis quarry(County quarry permit#QX-91-5), <br /> located on the north and south sides of Blewett Road between Bird Road and <br /> the California Aqueduct, and on the southeast corner of Blewett Road and I- <br /> 5. <br /> DeSilva Gates Quarry Project <br /> Draft Environmental Impact Report ES-2 <br /> J&S 05705.05 <br />
