San Joaquin County Community Executive Summary <br /> Development Department <br /> a (referred to as maximum design depth). The quant'slopes would have 15-foot- <br /> wide benches every 30 vertical feet. <br /> Site Reclamation and Post-Reclamation Use <br /> Reclamation would occur in stages,as described above under"Mining Plan" <br /> (Figure 2-7 in Chapter 2,"Project Description'). With final reclamation of the <br /> site, a total of 165 acres would be reclaimed to agricultural use(Figure 2-6 in <br /> Chapter 2, "Project Description'). The reclaimed slopes would be 1.5H:IV and <br /> would have 15-foot-wide benches every 30 vertical feet. The water storage basin <br /> would be approximately 90 feet deep and would have side slopes of 1.5H:1 V and <br /> a I%grade sloped floor. The road to the basin would remain to provide access <br /> for agricultural operations. Equipment associated with mining would be <br /> removed from the site. Haul roads that would not be used after project <br /> completion and other heavily compacted areas such as the plant site would be <br /> ripped to at least 12 inches. The site would be graded and topsoil reapplied at <br /> depths that emulate natural conditions at the site,to an average depth of 18 <br /> inches. Overburden and waste sand and fines would be used in reclamation to <br /> develop 1.5:1 side slopes along the perimeters of the excavated areas. No <br /> revegetation would be conducted because the majority of the site would be <br /> returned to active agricultural cultivation(e.g.vine,row,or tree crops). <br /> Reclaimed areas will be returned to a fertility level similar to the existing crops <br /> grown on the property. Success of reclaimed agricultural operations will be <br /> evaluated by a qualified agricultural consultant,and will be considered to meet <br /> acceptable fertility level when 80%of trees have success of establishment. If <br /> alternating row crops are planted, then success will be met when such row crops <br /> produce at least 80%product,as compared to surrounding properties on a per- <br /> acre basis. Side slopes are to be reclaimed. <br /> The South Pit would be backfilled to its pre-mining elevation, and Stages I and II <br /> of the North Pit would be backfilled to 15 feet above groundwater level <br /> (approximately 60 feet AMSL). Stage III of the North Pit is proposed to be <br /> 6. <br /> backfilled to groundwater level and used as an approximately 12-acre agricultural <br /> pond. However, if less mining occurs than planned,more fines than expected are <br /> generated during mining,or a substantial amount of fill is brought to the site as <br /> `- backhaul from job sites,no pond would be left. Instead,the South Pit would be <br /> backfilled to existing topography and Stage III of the North Pit would be <br /> backfilled to a uniform grade 15 feet above groundwater, consistent with Stages I <br /> and II of the North Pit. <br /> The Applicant would bear all costs of reclaiming the site, as required by the <br /> Surface Mining and Reclamation Act(SMARA). <br /> DeSilva Gates Quarry Project <br /> Draft Environmental Impact Report ES-5 <br /> J85 05105.05 <br />
