San Joaquin County Community Executive Summary <br /> Development Department <br /> Environmental Commitments <br /> Regulatory requirements enforced by the County and other governmental <br /> agencies are measures required by law and are not considered mitigation <br /> measures.Many of these requirements reduce the potential impacts of a project <br /> to a less-than-significant level. The following measures are specific to the — <br /> proposed Project and are referred to in subsequent resource discussions where <br /> they serve to avoid or minimize the potential for an impact to occur; as such,they <br /> are not identified as mitigation measures. These regulatory requirements will be <br /> incorporated into the project design and will be included in all construction <br /> documents(e.g.,plans, specifications and estimates). The County will designate <br /> an Environmental Monitor to ensure compliance with the following <br /> environmental commitments. <br /> General Commitments <br /> ■ A water truck shall be used for dust control. _ <br /> ■ The mobile fuel and lubrication truck shall be equipped with automatic shut- <br /> off valves to prevent spills and caries appropriate absorbent materials to <br /> contain and recover spills. <br /> ■ A Spill Prevention, Control,and Countermeasures Plan shall be in place to <br /> guide reporting,control and cleanup activities in the event of a spill. <br /> ■ On-site drainage shall be retained in the settling ponds and reclaimed lake. <br /> Erosion or runoff control measures shall be implemented near processing <br /> facilities to prevent off-site sedimentation. _ <br /> ■ A perimeter berm shall be constructed to screen on-site activities from the <br /> views of passers-by on Koster Road and Blewett Road. <br /> ■ Inactive topsoil stockpiles shall be sloped at 1H:1V or flatter and shall be <br /> located at least 15 feet from active mining. Erosion control and weed control <br /> measures shall be implemented as needed. <br /> ■ Avoidance, setbacks, and relocation of existing utilities at or adjacent to the <br /> project site. Project operations have been designed to avoid the PG&E <br /> pipeline and shall separate the north pit from the south pit. The existing <br /> water pipeline shall be relocated along the property boundaries to avoid the <br /> areas planned for excavation and areas to be excavated shall be set back a <br /> minimum of 40 feet from the toe of the Delta Mendota Canal. <br /> ■ The processing site shall be fenced with three-strand barbed wire and gated, <br /> and appropriate warning and identification signage shall be installed at the <br /> site. <br /> ■ The following County standards contained in Chapter 9.1415, Quarry <br /> Excavation Standards, of the County's Title 9 Development Title, as <br /> summarized here, shall be required for approval of the mining permit and — <br /> reclamation plan and shall be reflected as conditions of approval on the <br /> DeSilva Gates Quarry Project <br /> Draft Environmental Impact Report ES-6 <br /> As 05105.05 <br />
