San Joaquin County Community Executive Summary <br /> Development Department <br /> A summary of the environmental impacts of the proposed Project is presented in <br /> Table ES-1. The table identifies how significant impacts would be without the <br /> prescribed mitigation,as well as their significance after the implementation of <br /> mitigation measures. The mitigation measures for each impact are listed. <br /> J <br /> Known Areas of Controversy <br /> State CEQA Guidelines Section 15123(b)requires that this summary identify <br /> areas of controversy known to the County, including controversial issues raised <br /> by agencies and the public. Public circulation of the NOP provided an <br /> opportunity for the public and agencies to express issues and concerns that may <br /> be controversial. <br /> In general,mining may be viewed as potentially detrimental to the quality and <br /> quantity of surface water and groundwater.
