San Joaquin County Community Executive Summary <br /> Development Department <br /> limitations,jurisdictional boundaries, and whether the project applicant can <br /> reasonably acquire,control, or otherwise have access to the alternative site. <br /> In addition to the proposed Project,this EIR analyzes several alternatives: a No <br /> Project—No Mining Alternative, Off-Site Processing Operations Alternative, and <br /> a Mitigated Design Alternative. These alternatives and their environmental <br /> effects are described in more detail in Chapter 4, "Alternatives Analysis" <br /> No Project Alternative <br /> Under the No Project—No Mining Alternative,neither the proposed project,nor <br /> the alternatives discussed below would be constructed. This altemative assumes <br /> that no construction activities would occur at the site and that there would be no <br /> amendments to the existing General Plan or zoning designations. This alternative <br /> is included to allow for comparison of the impacts caused by approving the <br /> Project with the impacts that would result if it were not approved and the site not <br /> developed. <br /> Off-Site Processing Operations Alternative <br /> The proposed action includes processing facilities consisting of an aggregate <br /> processing plant, asphalt concrete plant,Portland cement concrete plant and <br /> recycling plant. The processing area would encompass approximately 10 acres. <br /> Under this alternative, these plant processes would occur at an existing facility <br /> location. Only excavation of the quarry would occur at the proposed project site. <br /> Mining activities would occur and marketable sand and gravel would be loaded <br /> and hauled off-site to the existing processing plant. Mobile diesel trucks would <br /> be used to transfer materials from active pits to the plants. This alternative would <br /> require additional miles of travel that would depend on the location of the <br /> selected existing processing plant. Furthermore,the mined material contains as <br /> much as 20%waste fines compared to finished product and would require <br /> additional truck trips to be hauled offsite. Following processing, these waste <br /> fines would be hauled back to the site to backfill and reclaim the site. Therefore, <br /> this alternative would result in an estimated 40% increase in the number of truck <br /> trips, compared to the proposed project. The primary purpose of this alterative is <br /> to prevent significant and unavoidable noise impacts on sensitive receptors <br /> adjacent to the proposed quarry. <br /> Reduced Mining Alternative <br /> Under this alternative, the temporary and permanent plant site would be sited at <br /> the southern limits of the property. This alternative was designed by the <br /> ` applicant to mitigate the diesel emissions previously predicted to affect the <br /> - easterly residence due to the access road proximity.
