San Joaquin County Community Project Description <br /> Development Department <br /> Existing Conditions in the Project Vicinity <br /> Surrounding the project site are lands used for orchards and row crops,as well as — <br /> other quarries. Approximately six single-family residences are located north of <br /> SR 132 in the vicinity of the project site. The nearest residence is on the north <br /> side of SR 132,approximately 600 feet northeast of the project site and — <br /> approximately 1,400 feet northeast of the processing site. One single-family <br /> residence is located on property to the east, across Koster Road(Figure 2-2). <br /> The area is identified in the San Joaquin County General Plan as containing <br /> significant sand and gravel aggregate resources,and the southern portion of the <br /> site is classified as MRZ-3 (Mineral Resource Zone 3: Areas of Undetermined — <br /> Mineral Resource Significance)and the northern portion is classified as MRZ-1 <br /> (Mineral Resources Zone 1: areas where adequate geologic information indicates <br /> no significant mineral deposits are present, or where it is judged that little _ <br /> likelihood exists for their presence)by the Department of Conservation(Figure <br /> 2-4). Several other existing and planned quarry sites are located in the project <br /> vicinity (Figure 2-5), including the following. <br /> ■ Teichert Aggregates' Vernalis quarry(County quarry permit#QX-91-5), <br /> located on the north and south sides of Blewett Road between Bird Road and <br /> the California Aqueduct,and on the southeast comer of Blewett Road and I- <br /> 5. <br /> ■ DSS' Traina quant'(County quarry permit#QX-96-1), located on the west <br /> side of Koster Road, 0.5 mile south of Blewett Road. <br /> ■ Granite Construction's Vemalis quarry(County quarry permit#QX-94-1), <br /> located on the east side of Bird Road between I-580 and I-5. _ <br /> ■ West Coast Aggregates' quarry(County quarry permit#QX 86-2),located <br /> east of I-580 and the Granite quarry site. <br /> ■ RMC Pacific Materials(County quarry permit#QX-01-2)(proposed site), <br /> proposed to be located on the southeast corner of Blewett Road and Koster <br /> Road. <br /> The Applicant has joined with the mine operators identified above to form the <br /> Vernalis Aggregate Producers Group for the purpose of funding the engineering <br /> design and environmental analysis of the proposed SR 132/Bird Road — <br /> Interchange project(Omni-Means 2005). This Project would eliminate the <br /> existing at-grade intersection and construct a new grade separated interchange. <br /> In addition to the interchange improvements,the Project proposes to upgrade SR — <br /> 132 to a four-lane freeway through the interchange and construction of auxiliary <br /> lanes on SR 132,between the Bird Road and Interstate 5 interchange. This <br /> Project is presently considered by the San Joaquin County Board of Supervisors <br /> as one of the top ten transportation improvement projects in San Joaquin County <br /> (San Joaquin County 2004). The County has determined that the interchange <br /> will need to be in place before aggregate production in the project area can be <br /> expanded over current levels.
