San Joaquin County Community Project Description <br /> Development Department <br /> - <br /> the stockpiles. Asphalt oil would be delivered in tank trucks and stored in heated <br /> storage tanks. The aggregate would be dried and mixed with the heated asphalt <br /> oil to manufacture asphalt concrete. The asphalt concrete would be transported <br /> off site via trucks. <br /> Portland Cement Concrete Plant <br /> The proposed Portland cement concrete plant would have an initial production <br /> rate of approximately 2,400 cubic yards per day, increasing to 3,000 cubic yards <br /> per day. Aggregate material would be fed from the concrete aggregate stockpiles <br /> and sent to the batch tower,which would be a maximum of 80 feet high. <br /> Aggregate, cement,and water would be separately weighed and blended in a <br /> mixer. Dust generated within the plant would be drawn through a bag-house <br /> system and returned to the concrete product. The concrete mix would be poured <br /> into mixer trucks, after which the loads would be ticketed and sent to their ' <br /> destination off-site. <br /> Recycling Plant <br /> The Project includes operation of a recycling plant to recycle existing concrete <br /> materials that would be imported to the site via trucks. In general,the recycling <br /> process involves preparing the existing pavement or other structural elements for <br /> fracturing the materials into manageable sizes appropriate for the crushing <br /> equipment at the site. Typically,the pavement is fractured with a primary <br /> crusher, or by scarifying, ripping,or hydraulic breaker. The broken concrete is <br /> then hauled to the crushing plant where it is crushed and sized in accordance with <br /> the construction materials specifications. The recycled materials are then reused <br /> directly from the crushing plant or stockpiled on site for future use. Any <br /> reinforcing steel not previously removed from the materials would be separated <br /> from the recycled concrete after it is processed through the primary crusher. The <br /> pieces of reinforcing steel would be removed either by electromagnet, suspended <br /> above the conveyor belt leading from the primary crusher, or removed manually. _ <br /> The steel would be removed from the project site and disposed of at an <br /> appropriate facility. The Applicant estimates that approximately 50,000 tons per <br /> year at project start up, increasing to 100,000 tons per year will be trucked into <br /> the site for recycling. <br /> Ancillary Facilities <br /> Stationary equipment and structures would be located in the western portion of <br /> the processing area. Facilities would include an office, scale house, and an <br /> equipment maintenance and fuel storage site, with diesel fuel, oil, and hydraulic <br /> fluid storage tanks.
