San Joaquin County Community Project Description
'— Development Department
Soil Stockpiles
A single 2-acre site will be used to temporarily stockpile topsoil for use in
reclamation. Stockpiles would be up to 35 feet in height and would be mulched,
or seeded with a mixture of seeds to minimize erosion and to help provide
sufficient nutrients and organic material to support future agricultural uses of the
stockpiled soils.
Other Areas
The area in the northeast comer of the project site that is not mined or used for
processing facilities will continue to be used for agriculture. This area generally
includes the area of the project site located northeast of the"landscaped berm"as
shown on Figure 2-7.
Site Reclamation and Post-Reclamation Use
Reclamation would occur in phases, as described above under"Mine Plan."
(Figure 2-7) With final reclamation of the site,a total of 165 acres would be
reclaimed to agricultural use (Figure 2-6). The reclaimed slopes would be
1.5H:1V and would have 15-foot-wide benches every 30 vertical feet. The water
t. storage basin would be approximately 90 feet deep and would have side slopes of
1.5H:1 V and a 1%grade sloped floor. The road to the basin would remain to
provide access for agricultural operations. Equipment associated with mining
L, would be removed from the site. Haul roads that would not be used after project
completion and other heavily compacted areas such as the plant site would be
ripped to at least 12 inches. The site would be graded and topsoil reapplied at
:. depths that emulate natural conditions at the site, to an average depth of 18
inches. Overburden and waste sand and fines would be used in reclamation to
develop 1.5:1 side slopes along the perimeters of the excavated areas. No
revegetation would be conducted because the majority of the site would be
y returned to active agricultural cultivation(e.g.,vine, row,or tree crops).
Reclaimed areas will be returned to a fertility level similar to the existing soil
conditions at the site to support crops similar to those currently grown on the
property. Success of reclaimed agricultural operations will be evaluated by a
qualified agricultural consultant, and will be considered to meet acceptable
fertility level when 80%of trees have success of establishment. If alternating
row crops are planted, then success will be met when such row crops produce at
least 80%product,as compared to surrounding properties on a per-acre basis.
r Side slopes are to be reclaimed.
The South Pit would be backfilled to its pre-mining elevation, and Stages I and Il
of the North Pit would be backfilled to 15 feet above groundwater level
(approximately 60 feet AMSL). Stage III of the North Pit is proposed to be
- DeSilva Gates Quarry Project
Draft Environmental Impact Report 2-1
J85 0510.5.05
r
