San Joaquin County Community Project Description <br /> Development Department <br /> Development Services Division for approval in conjunction with <br /> approval of the mining permit and reclamation plan. <br /> ❑ Fencing. Three-strand barbed wire fencing shall be maintained around <br /> the excavation area. <br /> ❑ Screening and Landscaping. Landscaped berms or other screening <br /> methods shall be used to screen views of the open pit from the public <br /> right of way and residences. <br /> ❑ Ponding. All water used in plant operations shall be conveyed to an _ <br /> enclosed system. <br /> ❑ Excavation/Reclamation Schedule. The reclamation plan shall show <br /> the phases of excavation,as required in Section 9-854. Excavation shall — <br /> occur in one phase and reclamation of that phase must be initiated before <br /> final reclamation shall be completed within two years of commencement. <br /> ❑ Annual Inspection Reports. The Applicant shall pay a fee to the <br /> County to cover the cost of annual inspections of the excavation to <br /> ensure compliance with the conditions of the permit and reclamation <br /> plan. — <br /> ❑ Performance Guarantee. The Applicant shall provide performance <br /> guarantees,as required by the County and state to ensure reclamation of — <br /> disturbed land. The guarantees may be phased. <br /> ❑ Groundwater Conditions. An evaluation of the impact of resource <br /> extraction on groundwater conditions shall be required for all quarry <br /> excavations that extend below the groundwater level of the uppermost <br /> aquifer. <br /> Agriculture and Topsoil Protection <br /> ■ (SMR-8): Leveled reclaimed areas will be returned to a fertility level similar <br /> to crops grown on the property. Success will be evaluated by a qualified <br /> agricultural consultant, and will be considered to meet acceptable fertility _ <br /> level when 80%of trees have success of establishment. If alternating row <br /> crops are planted,then success will be met when such row crops produce at <br /> least 80%product, as compared to surrounding properties on a per-acre basis. <br /> Side slopes are to be reclaimed. <br /> ■ (SMR-9): When distinct soil horizons are present, stockpiled topsoil will be <br /> separated by soil horizon. Topsoil will be replaced with the horizons in the — <br /> respective order. <br /> ■ (SMR-10): Fertilizers or other soil amendments used in reclamation(if any) <br /> will not cause contamination of groundwater. — <br /> ■ (R-3): Topsoil will be applied at depths that emulate natural conditions at <br /> the site.
