The existing <br /> water pipeline would be relocated along the property boundaries to avoid the <br /> areas planned for excavation and areas to be excavated would be set back a <br /> minimum of 40 feet from the toe of the Delta Mendota Canal. <br /> ■ The processing site will be fenced with three-strand barbed wire and gated, <br /> and appropriate warning and identification signage will be installed at the <br /> site. <br /> ■ The following County standards contained in Chapter 9.1415, Quarry <br /> Excavation Standards,of the County's Title 9 Development Title, as <br /> summarized here,would be required for approval of the mining permit and <br /> reclamation plan and will be reflected as conditions of approval on the quarry <br /> excavation permit. These standards have been incorporated into the project <br /> design. <br /> ❑ Stockpiling. No stockpiled soil or material shall be placed closer than <br /> twenty-five(25)feet to a property boundary unless it functions for <br /> screening,consistent with Chapter 9-1020. <br /> ` ❑ Private Roads. All private roads shall be maintained so as to control <br /> dust and traffic-control and warning signs shall be installed, if required <br /> by the Director of Public Works. <br /> ❑ Erosion Control. An erosion and sediment control plan shall be <br /> approved by the Development Services Division as part of the <br /> reclamation plan approval. <br /> i ❑ Hours of Operation. Plant operations shall normally be carried out <br /> during the hours from 5:00 a.m. to 9:00 p.m.,with extensions if needed <br /> approved by the Director of the Community Development Department. <br /> ❑ Replacement of Topsoil. Topsoil shall be set aside and replaced and the <br /> site leveled in conformance with the excavation permit. <br /> ❑ Weed Control. If noxious weeds are on site, operations shall be carried <br /> out in accordance to instruction from the Agricultural Commissioner. <br /> ❑ Health Considerations. The project must include provisions for <br /> y mosquito and other pest abatement,and a potable water supply and <br /> approved sanitary facilities for employees. <br /> ❑ Setbacks. No excavation may take place within 25 feet of any property <br /> line or right-of-way. <br /> ❑ Slopes. Temporary interior cut slopes shall comply with state and <br /> ., federal OSHA standards. Final slopes shall not exceed 211:1 V,unless <br /> site-specific geological and engineering analysis demonstrate through a <br /> slope stability analysis that final slopes of I%z H:1 V will meet minimum <br /> stability factors of safety as required in Section 9-1415.2(d)(4). All <br /> slopes over 50 feet high shall be terraced a minimum of 12 feet. <br /> Terraces must be sloped back toward the fill and design such that runoff <br /> is directed to collection points where it can enter catch basins and be <br /> ` conveyed to the toe of slope.
