12.a. Aesthetics: <br /> The project will be visible from three public roadways; State Route 132, Koster Road and <br /> Blewett Road. Development Title Section 9-14-15.3(m) states that where an open-pit <br /> operation is visible from a public road right-of-way or property zoned or shown on the <br /> General Plan for residential development, screening consistent with Chapter 9-1020 is <br /> required. The Review Authority may approve the use of a landscaped berm to screen <br /> the pit provided that an adequate setback for maintenance is provided and,sight distance <br /> at road intersections if not impaired. The applicant is proposing to construct a <br /> landscaped berm along the three public roadways which is expected to mitigate any <br /> potential aesthetic impacts to a less than significant level. <br /> 14.a. Cumulative: <br /> There are four(4) cumulative impacts that will occur as a result of this project. These <br /> impacts include groundwater quality and quantity,.air quality, noise and traffic. <br /> 16.a.b.c.&d. Mandatory Findings of Significance: <br /> The Initial Study has identified several areas where the proposed project may generate <br /> significant environmental impacts. These include groundwater quality and quanfity, loss <br /> of agricultural land, air quality, noise & traffic. Based upon this it can be concluded that <br /> the project may adversely impact the environment and an Environmental Impact Report <br /> shall be prepared. <br /> , f 1. <br />
