time of development of the proposed quarry. If the applicant chooses not to participate <br /> in the SJMSCHP, mitigation equal in kind will be required. The applicant will need to <br /> work with the Department of Fish and Game to determine appropriate mitigation and <br /> monitoring. <br /> 4.a. Air Quality: <br /> The project will generate dust from excavation, hauling and processing operations. <br /> Equipment and traffic will also contribute to air quality impacts. The San Joaquin Valley <br /> Air Pollution Control District (SJVAPCD) stated in a conversation on March 5, 2004, that <br /> the project will result in significant air quality impacts and that an EIR should be <br /> prepared. Specifically, the District is concerned with air quality impacts from the quarry <br /> operation and the emissions generated from the use of diesel trucks used for <br /> transporting materials. <br /> 5.a.&b Noise: <br /> There are no residences on the quarry site. The nearest residence to the quarry is on <br /> the north side of State Route 132, approximately 600 feet northeast of the project site <br /> and approximately 1,400 feet northeast of the proposed processing facility. The <br /> proposed haul route includes the use of State Route 132, Koster Road, Ohm Road, <br /> Blewett Road & Bird Road. The applicant states that typical quarry operating hours <br /> would be from 6:00 a.m. and 8:00 p.m. Typical processing and hauling of material from <br /> the aggregate plant, hot mix asphalt plant, Portland Cement concrete plan, and recycle <br /> plant would occur Monday through Friday from 5:00 a.m. to 5:00 p.m. Operations would <br /> normally occur five days per week. Extended operations could occur sporadically to <br /> meet customer demands. Because of the close proximity of the quarry.operation and <br /> processing plant to nearby residences, project related noise impacts are potentially <br /> significant. <br /> 7.a. &b. Hazards: <br /> The applicant states that no chemicals or potential contaminants are utilized during <br /> mining activities other than standard fuels and oils for mobile equipment. The Office of <br /> Emergency Services has been sent a referral for review of the project to determine if the <br /> project will require any additional hazardous material mitigation. There are no known <br /> hazardous substances located within 500 feet of the boundaries of this project. The <br /> quarry is not expected to generate any significant hazardous material impacts. <br /> 9.a. Traffic: <br /> The applicant is proposing ingress to the project site from State Route 132 to Koster <br /> Road to Ohm Road to the project site. Egress from the project site is from Koster Road <br /> to Blewett Road to Bird Road to Interstate 5. The Department of Public Works states <br /> that the use of the haul route and number of trips generated on a daily basis by the <br /> quarry will result in cumulative traffic impacts that will need to be reviewed in a Traffic <br /> Study. As a result, traffic is considered a potentially significant impact. <br />
