In any event, the pipeline is essential to the farming of 142 acres. Pumping water is expensive and any relocation which extends the length of the pipeline would increase costs. Finally, the green line(marked by circles for,the-fax) on the drawing shows the route of an 18-inch irrigation pipeline extending from CVP Turnout 23.81 on the Delta Mendota Canal to the Thelma Bennett property. Again, the pipeline has been in place for over 50 years. What is said above in connection the Francis Koster pipeline is also true of this line. In any event, the pipeline is essential to farming 150 acres. Unless the three rights-of-way are fully protected, I would anticipate that the Koster's will strongly oppose the project and will exercise their clear legal rights to keep the rights-of-way in place as they now exist. In conclusion, we hope that the project can be modified to protect the existing rights- of-way so that the project can proceed.
