Appendix M. Draft Land Evaluation and Site Assessment (LESA) Evaluation for the DeSilva Gates Quarry Project Administrative Draft Environmental Impact Report Methodoloey. In order to characterize the project's potential impacts related to Prime farmland, a cursory analysis of the site was conducted in accordance with the California Department of Conservation's 1997 LESA Model Instruction Manual. .. The proposed project site located in southwest San Joaquin County, south of the city of Tracy and northeast of the intersection of 1-5 and I-580. The 217.5-acre site is bounded by SR 132Nemalis Road/Ohm Road on the north, Koster Road on the east, Blewett Road and the Hetch Hetchey Aqueduct on the south, and the Delta Mendota Canal on the southwest. The project site is classified as Prime Farmland by the Farmland Mapping and Monitoring Program Classification program. The proposed project would affect approximately 165 acres of Prime Farmland during active mining and reclamation operations (approximately 155 acres would be mined and 10 acres would be developed as a plant and materials stockpile area). The majority of the site is currently in agricultural use as an almond orchard and is not currently enrolled in a Williamson Act contract. Assumptions. The following assumptions are made pursuant to the project based on the project description and the site's rating on the Department of Conservation's Important Farmland Maps as Prime Farmland. The assumptions are intended to provide a conservative analysis of the site's agricultural value. ■ The site is 217.5-acres in size and contains three soil types Capay clay, 0-2% slopes; El Solyo clay loam, 0-2% slopes; and Zacharias gravelly clay loam, 0-2% 6= slopes. ■ The Storie Index for Capay clay is 44, the Storie Index for El Solyo clay loam is 72, and the Storie Index for Zacharias gravelly clay loam is 66. • The Land Capability Classification of Capay clay is Class Ils,the Land Capability Classification of El Solyo clay loam is IIs, and the Land Capability Classification of Zacharias gravelly clay loam is IIs. ` • The entire project site is served by a secure supply of irrigation water, and it is assumed that irrigated agriculture is feasible at the site and no physical or ` economic restrictions exist. Findin¢s. Based on the above assumptions, the site has an LE subscore of 36.595 and an ` SA subscore of 44.5, for a final total LESA score of 81.095. r.
