Executive Summary <br /> Introduction <br /> This summary discusses the County of San Joaquin's(County's)draft <br /> environmental impact report(EIR)for the DeSilva Gates Quant'Project <br /> (Project). This EIR summary provides an overview,identifies the impacts and <br /> mitigation measures, and identifies known areas of controversy of the proposed <br /> Project, as required by California Environmental Quality Act(CEQA)Guidelines <br /> Section 15123. <br /> CEQA requires the County to prepare an EIR that reflects the independent <br /> judgment of the County regarding the impacts,mitigation measures proposed to <br /> avoid or reduce the impacts, and level of significance of the impacts both before <br /> and after mitigation. <br /> Purpose of the EIR <br /> CEQA requires that all state and local government agencies consider the <br /> environmental consequences of projects over which they have discretionary <br /> authority before taking action on those projects. The purpose of this EIR is to <br /> inform agencies and the public of the significant potential environmental effects <br /> of the proposed Project, identify ways to minimize the significant effects of the <br /> Project, and describe reasonable alternatives to the Project that will avoid or <br /> reduce potentially significant effects(State CEQA Guidelines 15121[a]). <br /> An EIR is a public, informational document used in the planning and decision- <br /> making process. The purpose of an EIR is to provide information to aid in the <br /> decision-making process,not to recommend either approval or denial of a <br /> project.
