3a., b Plant/Animal Life
The Department of Fish and Game has indicated in a telephone conversation dated
_ January 29, 2002 that the project will result in a loss of habitat and recommends
participation in the San Joaquin Multi- Species Habitat Conservation Plan (SJMSHCP).
Participating in the SJMSHCP will reduce the potential impact to less than significant. If
the applicant decides to participate in the SJMSHCP the mitigation fees will be collected
at the time of development of the proposed quarry.
4a. Air/Climate
The project will generate dust from excavation, hauling, and processing operations.
Equipment and traffic will also contribute to air quality impacts. The San Joaquin Valley
Air Pollution Control District (SJVAPCD)has reviewed the referral information. In a
letter dated January 28, 2002, the SJVAPCD indicates that it is likely the proposed
project will exceed the District levels of Nitrogen Oxides and Volatile Organic
Compounds and indicated that further review is necessary. This is a potentially
significant impact.
5a., b Noise
Trucks associated with the proposed quarry may create noise levels along haul routes that
exceed noise standards for residences in the proximity of the haul route. Residences in
proximity of the project site may also be exposed to noise levels from quarry equipment
that exceeds the levels in the San Joaquin County Development Title. This may be a
potentially significant impact.
7a. Hazards
The application materials do not list any hazardous materials associated with the
proposed project. The project has been referred to the Office of Emergency Services,
which will-review the application and determine if the project must comply with the
hazardous materials emergency planning and reporting requirements of the California
Health and Safety Code. This is considered to be a less than significant impact.
9a. Traffic
The Public Works Department estimates that the trip ends generated by the proposed
_ quarry will be approximately 500 per day. This is expected to have a significant impact
on County roads. In the letter dated January 25, 2002, the Public Works Department is
requiring that a traffic study be completed and that all mitigations proposed in the traffic
study be made. Traffic is a potentially significant impact.
10a. Cultural Resources
3
