Traffic Impact Study March 24,2004 — <br /> Proposed RMC Pacific Mining Site Page 1 <br /> 1.0 -INTRODUCTION <br /> This report presents the results of a traffic impact study performed for a proposed mining site. <br /> The analyses focus on the potential impact that traffic generated by the project may have on <br /> nearby roads and intersections. <br /> 2.0—PROPOSED PROJECT <br /> A new mining site is proposed by RMC Pacific Materials, Inc. within the area bound by State _ <br /> Route (SR) 580, SR 132, and Koster Road in Vernalis, California. Specifically, the site is <br /> located southeast of the intersection of Blewett and Koster Roads. Several other mining <br /> operations currently exist in the vicinity of the site. The proposed mining operation will produce _ <br /> aggregate products that will be shipped to Stockton, Modesto, Sacramento, and the Bay Area via <br /> 25-ton-capacity trucks. A Site Vicinity Map is shown in Figure 1. The project is expected to <br /> generate an annual average of 2.85 million tons of material, with a peak annual production of 4.0 _ <br /> million tons of material. Material will typically be hauled in 25-ton-capacity trucks that will <br /> arrive at the site empty and leave the site full of material. The trucks would return to the site <br /> empty via the same route after delivery of the material. _ <br /> All of the figures included in this report are presented following the last page of the text of the <br /> report. — <br /> The two proposed haul routes for the project are shown in Figures 2 and 3 and are described <br /> below. _ <br /> Haul Route 1: All trucks entering and exiting the site use Blewett Road and Bird Road. Ten <br /> percent of trucks travel on SR 132 west of Bird Road. Ninety percent of trucks access the SR _ <br /> 132/1-5 interchange. Seventy percent of trucks travel on 1-5 north of SR 132. Five percent of <br /> trucks travel on I-5 south of SR 132. Fifteen percent of trucks travel on SR 132 east of 1-5. <br /> Haul Route 2: Similar distribution to Haul Route 1, with the exception that trucks will have the <br /> option of using Koster Road for access to and from SR 132. In this case, it is anticipated that <br /> trucks leaving the site and traveling east on SR 132 will make right turns at Koster/SR 132. _ <br /> Trucks entering the site from the east may make left turns at Koster/SR 132. Trucks entering the <br /> site from 1-5 north of SR 132 would likely travel east on SR 132 and tum right at Koster. Due to <br /> difficulties in making left turns, it is anticipated that few trucks would leave the site traveling _ <br /> northbound on Koster and making a left tum to westbound SR 132. <br /> 3.0—APPROVED PROJECTS <br /> An approved mining site that is not yet in operation exists on Bird Road south of Blewett Road. <br /> The typical peak hour project traffic anticipated to be generated by the project is included in the _ <br /> analyses. <br /> 4.0—STUDY AREA AND TIME PERIOD <br /> The study intersections and road segments were determined based on their proximity to the site <br /> and the amount of project traffic expected.
