Traffic Impact Study March 24, 2004 <br /> Proposed RMC Pacific Mining Site Page 7 <br /> 6.6-Discussion of Analyses <br /> A discussion of each study intersection and road segment is presented below. <br /> Intersection of Bird Road and Blewett Road <br /> The analyses indicate that the intersection of Bird Road and Blewett Road is currently operating <br /> at acceptable levels of service and is expected to continue to operate at acceptable levels of <br /> service through the year 2025 with construction of the project. <br /> Intersection of Koster Road and Blewett Road <br /> The analyses indicate that the intersection of Bird Road and Blewett Road is currently operating <br /> at acceptable levels of service and is expected to continue to operate at acceptable levels of <br /> service through the year 2025 with construction of the project. The intersection will likely <br /> require widening to accommodate truck turning movements if access to the mining site is <br /> provided from Koster Road or if Haul Route 2 is allowed. — <br /> Intersection of Welty Road and Blewett Road <br /> The intersection of Welty and Blewett was included in the analyses; however, the two proposed <br /> haul routes do not include this intersection. The analyses indicate that the intersection of Bird <br /> Road and Blewett Road is currently operating at acceptable levels of service and is expected to <br /> continue to operate at acceptable levels of service through the year 2025 with construction of the — <br /> project. <br /> Intersection of Bird Road and SR 132 <br /> The existing traffic volumes indicate that the intersection of Bird Road and SR 132 was <br /> operating at acceptable levels of service at the time the counts were taken. However, with — <br /> seasonal adjustments the level of service for the southbound approach is D, and based on <br /> cumulative conditions without the project the levels of service for the northbound and <br /> southbound approaches drop to F and E, respectively. Caltrans has approved a Project Study _ <br /> Report for an interchange to replace the existing intersection. The proposed interchange is <br /> expected to mitigate the cumulative impacts to the intersection. It is anticipated that the project <br /> will be required to contribute an equitable share of the cost of the interchange. — <br /> Intersection of Koster Road and SR 132 <br /> The existing traffic volumes indicate that the intersection of Koster Road and SR 132 was — <br /> operating at acceptable levels of service at the time the counts were taken. However, with <br /> seasonal adjustments the level of service for the northbound approach is D, and based on <br /> cumulative conditions without the project the level of service for the northbound approach — <br /> remains D. In the future without the project, the northbound and southbound approaches are <br /> both expected to experience a level of service F. The poor levels of service are primarily the <br /> result of the difficulty that would be experienced by vehicles attempting to tum left or proceed — <br /> through across both directions of SR 132. The future traffic volumes on Koster Road are <br /> expected to be minimal and it is not anticipated that traffic signal warrants will be met. Despite <br /> the poor levels of service for some movements, consideration of Haul Route 2 should not be <br /> precluded because project traffic would consist of eastbound right turns, northbound right turns, <br /> and westbound left tum movements. The analysis does not indicate that significant delays would <br /> be experienced by these turning movements which will operate at acceptable levels of service. — <br />
