Traffic Impact Study March 24,2004
Proposed RMC Pacific Mining Site Page 10
PT=
r
Ta—Te
P=The equitable share of the project's traffic impact;
. T=The project trips generated during the peak hour of the adjacent State Highway facility;
To=The forecasted (future with project) traffic volume on the impacted State highway facility;
TE = The existing traffic on the State Highway facility plus approved projects traffic
(cumulative).
To mitigate the project's share of the cost of construction of planned or required improvements,
the fair share calculations presented in Tables 6 and 7 are required for Haul Route 1 and 2,
respectively. However, it should be noted that the values presented in Tables 6 and 7 are
artificially inflated relative to the equitable contribution of other existing or approved projects in
the vicinity because the traffic generated by the other projects is included in the cumulative-
without-project portion of the equation. This section should be considered as a basic guideline.
It is not intended that this section be utilized independently of the previously-prepared financing
documents for improvements in the region. The equitable share calculations are not considered
` to be appropriate for use in determining equitable contributions for structural section upgrades on
Bird and Koster Roads. Other means of determining equitable contributions should be
determined by the County.
Table 7
AM Peak Hour Fair Share Calculations—Haul Route 1
` Future Cumulative Equitable
Project With Without
Location Mitigation Share
Traffic Project Project
Traffic Traffic (Percent)
Bird Road and SR 132 Interchange 306 3,031 1,439 19.2
SR 132 between I-580 and Widen all two-lane 30 2,472 1,189 2.3
Bird Road segments to four lanes
SR 132 between Bird Road Widen all two-lane
and Interstate 5 segments to four lanes, 276 2,843 1,355 18.55
upgrade structural section
..
