The Draft EIR contains a description of the project, <br /> ` description of the environmental setting,identification of project impacts,and mitigation <br /> measures for impacts found to be significant,as well as an analysis of project alternatives. <br /> + 1.3.4 PUBLIC REVIEW <br /> This document is being circulated to local, state,and federal agencies and to interested <br /> organizations and individuals who may wish to review and comment on the report. During this <br /> review period,written comments will be received by the County at the following address: <br /> San Joaquin County Community Development Department <br /> Leanne Mueller,Associate Planner <br /> 1810 East Hazelton Avenue <br /> Stockton, California 95205-6323 <br /> Telephone: (209)468-3228 <br /> Fax: (209)468-3163 <br /> 1.3.5 FINAL EIR AND EIR CERTIFICATION <br /> Written comments received in response to the Draft EIR will be addressed in a Response to <br /> Comments addendum document which, together with the revised Draft EIR text,will constitute <br /> the Final EIR. After review of the project and the Draft EIR, the County Community <br /> Development Department,at a public hearing,will recommend to the County Planning <br /> Commission whether to approve or deny the Proposed Project. The County Planning <br /> Commission will then review the project, and Final EIR, the County Community Development <br /> Department recommendations, and public testimony, and decide whether to certify the EIR and <br /> whether to approve or deny the Project. <br /> 1.3.6 MITIGATION MONITORING AND REPORT PROGRAM <br /> CEQA Section 21081.6 requires lead agencies to"adopt a reporting and mitigation monitoring <br /> program for the changes to the project which it has adopted or made conditions of project <br /> approval in order to mitigate or avoid significant effects on the environment." The specific <br /> "reporting or monitoring program"required by CEQA is not required to be included in the EIR. <br /> Throughout the EIR,however,mitigation measures have been clearly identified and presented in <br /> r. language that will facilitate establishment of a monitoring and reporting program.
