I EXECt1TWE SUMM"Y <br /> ti <br /> 2.3.3 RECREATION <br /> The Proposed Project neither requires nor proposes recreational facilities. <br /> 1 <br /> 2.3.4 UTILITIES AND SERVICE SYSTEMS <br /> NOR The Proposed Project will connect to an existing power grid at the intersection of South Costa <br /> Ranch and Blewett Roads. Electrical service will be underground on the site and a transformer <br /> will be located next to the aggregate processing facility. Fuel for the asphalt plant will be <br /> ++ provided by existing natural gas service. The project would also utilize diesel fuel and gasoline <br /> for vehicle fuel and back-up power generation. There would be two 10,000 gallon above-ground <br /> diesel fuel tanks,and one 3,000 gallon above-ground gasoline tank. <br /> The Proposed Project does not propose to connect to a wastewater system and will use on-site <br /> septic systems. Water for the project will be supplied by water from on-site wells. Groundwater <br /> and surface water impacts are discussed in the Hydrology section of the EIR. The Project is not <br /> expected to generate significant quantities of solid waste. Solid waste will be collected in <br /> standard waste containers and will be picked up on a regular schedule by a local garbage service. <br /> ` Silt waste products from the plant will be discharged into silt ponds. All disturbed surface runoff <br /> will either be directed to silt ponds or contained within the mining excavations. <br /> 2.4 ALTERNATIVES TO THE PROPOSED PROJECT <br /> The purpose of the alternatives analysis in an EIR is to describe a range of reasonable alternatives <br /> to the project that could feasibly attain the objectives of the project, and to evaluate the <br /> comparative merits of the alternatives(CEQA Guidelines, Section 15126.6[a]). <br /> tr <br /> Additionally,Section 15126.6(b) of the CEQA Guidelines requires consideration of alternatives <br /> that could avoid or substantially lessen any significant adverse environmental effects of the <br /> Proposed Project,including alternatives that may be more costly or could otherwise impede the <br /> project's objectives. The range of alternatives considered must include those that offer <br /> substantial environmental advantages over the Proposed Project and may be feasibly <br /> �+ accomplished in a successful manner considering economic,environmental,social, technological, <br /> and legal factors. <br /> The CEQA Guidelines recommend that an EIR should briefly describe the rationale for selecting <br /> the alternative to be discussed,identify any alternatives that were considered by the lead agency <br /> but were rejected as infeasible, and briefly explain the reasons underlying the lead agency's <br /> determination [CEQA Guidelines, Section 15126.6(c)]. <br /> The following alternatives are discussed in detail in Chapter 5.0,Alternative to the Proposed <br /> Project: <br /> RMC Pacini Vemaas Quarry Mining and Reclamation Project 2-3 ESA/203015 <br /> Administrative Draft Eat Match 2004 <br />
