3 PROJECT DESCRIPTION <br /> • Recycle broken concrete and asphalt pavement into base material rather than having this <br /> material go to a landfill. <br /> 3.5 GEOLOGIC SETTING <br /> The project site is located in the southeastern portion of San Joaquin County and the northwestern <br /> portion of Stanislaus County, in central California. The region is characterized by the geology of <br /> the Great Valley(or Central Valley)geomorphic province, a topographically-dominant <br /> northwest-trending valley approximately 50 miles wide and 400 miles long that formed between <br /> the Coast Range Mountains to the west and the Sierra Nevada Mountains to the east. The <br /> southern portion of the province,called the San Joaquin Valley,contains the San Joaquin River <br /> and its many tributaries,including the Merced, Stanislaus,and Tuolumne Rivers. The <br /> topography of the Central Valley is relatively flat,with elevations ranging from a few feet to a <br /> few hundred feet above mean sea level (msl). The project site ranges from 159 feet above msl in <br /> %." its northeast comer to 211 feet above msl in its southwest comer. The topographic gradient is <br /> approximately 40 feet per mile(0.5 degrees),decreasing in elevation toward the northeast. The <br /> ground surface is relatively level with less than one percent cross slope from southwest to <br /> ` northeast, and with no noticeable landforms other than Hospital Creek. <br /> 3.6 PROPOSED PROJECT COMPONENTS <br /> The Applicant proposes to conduct a phased mining program that would excavate pit run material <br /> and convey it to an on-site central processing plant. There will be nine phases, with each phase <br /> mined separately and in a different location on the project site. In addition to mining,Phase IX <br /> will include the installation of the processing plants, scales and other facilities. Phase IVA will <br /> include the installation of a portable plant site that will be used during the mining of Phase IX. <br /> Mining will begin with Phase I,and once Phase I is completed the extraction would proceed to <br /> Phase H and continues in numerical order until Phase IX is mined.Refer to Figure 3-3 and Figure <br /> 3-4 for the proposed mining plan(Haul Route Option 1 and Haul Route Option 2)and the <br /> location of the separate phases. Silt products from the plant would be discharged into silt ponds. <br /> All disturbed surface runoff would either be directed to silt ponds or contained within the mining <br /> excavation. Reclamation will also follow in the mining order, starting with Phase I. The portable <br /> processing plant will be removed from Phase IV once all the material is extracted and processed <br /> from Phase IX. <br /> The proposed mining operation would consist of the extraction of 1.7 to 4.0 million tons per year <br /> of aggregate materials (sand and gravel)over a 26 to 60 year time period, depending on market <br /> conditions. Mining would begin approximately one year after San Joaquin County and Stanislaus <br /> County approval of the project and would initially utilize a portable aggregate processing plant <br /> ` while the stationary plant is constructed. The operation would be open pit,sand and gravel <br /> harvesting and processing. A mining plan was developed based on reviewing over 35 soil <br /> borings completed on the Project site.
