3. PROJECT DESCRHMON <br /> ground surface, depending on the groundwater level. No mining would occur in the groundwater <br /> aquifer. <br /> In addition to the mining operation,the project would include a processing plant,a ready mix — <br /> concrete plant, an asphalt plant,recrushing/recycling of broken concrete and office facilities. <br /> The hours of operation for both excavation and processing would be 24 hours per day, six days <br /> per week(Monday through Saturday),with maintenance occurring on Sundays. <br /> A paved entrance to the plant and office site would be constructed off South Costa Ranch Road. <br /> A landscaping screen would be developed within a 50-foot setback along Blewett Road and the — <br /> northern portion of South Costa Ranch Road,from Blewett Road to the entrance of the mining <br /> facility,to screen operations from the roadways. The entire site would be enclosed with either <br /> existing or new fencing. Figure 3-3 and Figure 3-4 depict the locations,features, and phases of <br /> the proposed mining operation. <br /> 3.6.1 SITE PREPARATION AND CONSTRUCTION <br /> SITE CLEARING AND GRADING <br /> Mining would be initiated by first clearing and grubbing the project site of vegetation,trees, <br /> structures and debris. The trees and vegetation will be mulched by an outside contractor and used <br /> in the on-site landscaping. Excess mulch will be removed from the site. The house and bam <br /> located in Phase lI will be moved to Parcel"A,"moved off-site or demolished just prior to <br /> mining that phase. The other structures(mobile homes)will be removed from the site. General _ <br /> debris will be recycled or removed from the site using roll-off debris containers. <br /> Scrapers and dozers will remove approximately 800,000 cubic yards of topsoil during each phase _ <br /> and stockpile it along the perimeter setbacks. The topsoil will be used in reclamation. Scrapers <br /> and dozers will strip the overburden, using it for the construction of building pads for the <br /> structures and for screening/landscape bemrs. The majority of the overburden will be stockpiled <br /> and used in reclamation. Other equipment used for clearing the site would be a water truck, <br /> grader and loader. <br /> SILT POND CONSTRUCTION <br /> While mining Phase I,the Phase IVB area would be bermed to create a temporary silt pond using <br /> Phase I and Phase IVB overburden. Once mining is completed in Phase I, it would be used for <br /> permanent silt containment and the silt temporarily contained in the Phase IVB area would be <br /> pumped into the Phase I silt pond. Once Phase IVB and Phase IVA are mined out,those pits will also become permanent silt ponds. If additional silt storage is needed during the course of <br /> mining,the Phase V area would be used as a silt pond.
