3. PROJECT DESCRIPTION <br /> Concrete Batch Plant <br /> — Conveyor transfer points <br /> — Loading of aggregate bins <br /> — Truck funnel(loading of ready mix trucks) <br /> Asphalt Plant <br /> — Conveyor transfer points <br /> — Loading of aggregate bins <br /> The applicant will be required to obtain Permits to Construct and Permits to Operate from the <br /> SJVUAPCD. A water truck will be used to spray all internal yard roads and stockpiles that are _ <br /> being used to load trucks. A bag house will be used on most crushers,dry screens,transfer <br /> points,and all plants to control airborne dust and emissions. <br /> HOURS OF OPERATIONS <br /> The plant facility's hours of operation for both excavation and processing will be 24 hours per <br /> day, 6 days a week(Monday through Saturday)with maintenance on Sundays. <br /> PORTABLE PLANT <br /> While the permanent plant is being constructed, a portable temporary plant would be used for a <br /> period of about two years to process approximately 500,000 tons per year of material. — <br /> 3.6.4 RECLAMATION _ <br /> The Applicant and its consultants have prepared a reclamation plan for the RMC Pacific Vernalis <br /> Quarry,dated October 2003,pursuant to the requirements of the Surface Mining and Reclamation <br /> Act(SMARA) and the County's mining ordinance. <br /> PHASING <br /> Reclamation would begin within two years after a phase of mining is completed. Upon <br /> termination of mining activities at the quant',the plant,office,and other structures and objects <br /> would be removed and the area graded and leveled. The processing plant, structures,and all of <br /> the processing equipment would be removed from the site. Buildings(offices, shops, etc.)would <br /> be demolished and removed from the site. All concrete foundations would be excavated and _ <br /> removed and underground electrical conduit and water pipelines would be excavated, removed, <br /> and properly disposed of at an off-site location. Electrical equipment, transformers,power poles, <br /> and power lines would all be removed from the site. _ <br /> The two leased parcels (Phase R and III areas) would be reclaimed first and returned to <br /> agricultural use. All other areas,except the silt ponds would be mined and reclaimed back to — <br /> agriculture use to the elevations shown on the Reclamation Plan.
