4. ENVIRONMENTAL ANALYSIS <br /> .. 4.2 LAND USE <br /> 4.2 LAND USE <br /> v <br /> 4.2.1 INTRODUCTION <br /> This section addresses land use issues related to the Proposed Project. Existing land uses in the <br /> vicinity of the project site are discussed. Applicable County plans and policies related to land use <br /> and planning are presented,and potential land use conflicts are identified. <br /> i. 4.2.2 SETTING <br /> EXISTING AND ADJACENT USES <br /> The Proposed Project is located in central California's San Joaquin Valley,approximately <br /> 2.5 miles southwest of the town of Vernalis and 25 miles south of the City of Stockton <br /> (Figure 3-1). The project site encompasses 688 acres, 85 percent of which(590 acres)are located <br /> in unincorporated San Joaquin County,and 15 percent(98 acres)of which are located in <br /> unincorporated Stanislaus County(Figure 3-2). <br /> The project site is situated within Sections 4 and 9,Township 4 South, Range 6 East,Mount <br /> Diablo Baseline and Meridian. The lands are designated as San Joaquin County Assessor's <br /> Parcel Numbers 265-01-01,265-01-15,265-01-16,265-01-07, 265-01-08 and Stanislaus County <br /> _ Assessor's Parcel Numbers 16-03-02 and 16-03-01. The majority of the property is owned by the <br /> Applicant, with exception of two parcels on the San Joaquin County side, which are owned by <br /> Mr.Jerry Costa.the Applicant owns the mineral rights for the entire site. <br /> The project site is located approximately two miles north and east of the Junction of Interstate <br /> 580 and Interstate 5, and is approximately four miles from the foothills of the Coastal Range. <br /> Existing land uses in the general vicinity of the site consist of orchard and field agriculture, low- <br /> density residential housing, and open space. Land uses adjacent to the project site include a <br /> drying/composting operation owned by SunDry Products. This operation is located at the <br /> southwest boarder of the site near an inactive airstrip and the county line. A large pile of tires <br /> marks the end of the airstrip just off the proposed mining site. DSS Engineering Contractors <br /> operates an aggregate mining facility located approximately 3/4 of a mile west of the site across <br /> the Delta Mendota Canal. The DSS mine is smaller than the proposed the Applicant operation, <br /> . and is clearly visible from much of the proposed site and surrounding area. <br /> Several residences are located near the perimeter of the project site. There are five houses along <br /> Blewitt Road immediately east of the project site. These houses are within 1/4 mile of the <br /> proposed processing plant and have clear views of the entire site. At least three houses are <br /> located south of the project in Stanislaus County,near the abandoned air strip. These houses are <br /> approximately 1/4 mile from the southern boundary of the proposed mining area. A single house is <br /> located directly west of the project site,across the Delta Mendota Canal. This residence is <br /> located approximately 1,000 feet from the proposed mining area.
