4. ENVIRONMENTAL ANALYSIS <br /> 4.2 LAND USE - <br /> School is also located approximately 1.25 miles east of the site at the intersection of Welty and <br /> Spencer Roads. <br /> The site is agricultural land, and is currently used for a combination of field crops and orchards. <br /> The northern area of the project site off Blewitt Road is an open field planted with bean crops. <br /> The northeast corner of this field contains some dilapidated buildings and several large <br /> eucalyptus trees. The proposed processing plant would be located in this section of the site. <br /> Much of the rest of the site is planted in almond and apricot orchards. The younger fruit and nut <br /> bearing trees are clustered in the south and west,with older less productive trees in the east. Two — <br /> large open fields are located in the interior of the property. A single residence is located at the <br /> edge of one of these fields,approximately 1/4 mile east of the Delta Mendota Canal,and r/2 mile <br /> south of Blewitt Road. Under the Proposed Project,this residence would be relocated to another <br /> location onsite before mining occurs. <br /> APPLICABLE LAND USE PLANS AND POLICIES <br /> Eighty-five percent(590 acres)of the RMC Pacific Vernalis Quarry is located within <br /> unincorporated San Joaquin County. The San Joaquin County General Plan and Zoning <br /> Ordinance govern land use planning and policy issues for this portion of the Proposed Project <br /> site. The remaining 15 percent(98 acres)of the project site is located in unincorporated <br /> Stanislaus County. This section of the site is subject to the plans and policies of the Stanislaus — <br /> County General Plan and Zoning Code. <br /> SAN JOAQUIN COUNTY LAND USE DESIGNATIONS ^ <br /> The San Joaquin County portion of the Proposed Project site is currently designated as General — <br /> Agriculture(AG)and Open Space Resource Conservation(OSRC)under the San Joaquin County <br /> General Plan,as follows: <br /> General Agriculture <br /> (a) Function: <br /> The General Agriculture land use designation will be considered in areas suitable for <br /> agriculture outside areas planned for urban development where: <br /> (1) soils are capable of producing a wide variety of crops an/or supporting grazing; <br /> (2) parcel sizes are generally large enough to support commercial agricultural activities; _ <br /> and <br /> (3) there exists a commitment to commercial agriculture in the form of Williamson Act <br /> contracts and/or capital improvements. <br /> RMC Pacific Vemalis Quarry Mining and Reclamation Reject 4.2-2 ESA/203015 <br /> Adtttinistradve Dmft EIR March 2004 <br />
