4. ENVIRONMENTAL ANALYSIS <br /> 4.2 LAND USE <br /> Surface Mining and Reclamation Act <br /> The Proposed Project is consistent with SMARA, and with the San Joaquin County and the <br /> Stanislaus County standards for SMARA implementation. As stated above,the project conditions <br /> included in the project description as well as implementation of the mitigation measures included <br /> in this EIR will ensure that that the Proposed Project fulfills the requirements of SMARA. <br /> As a result of the Proposed Project's consistency with the San Joaquin County and Stanislaus <br /> County General Plans,Zoning Codes, and SMARA a less-than-significant impact will result. <br /> Mitigation Measure: No mitigation is required. <br /> Impact 4.2.3: The Proposed Project will not conflict with any applicable habitat <br /> conservation plan or natural community conservation plan. This would be a less-than- <br /> significant impact. <br /> The Proposed Project has the option to implement either the San Joaquin County Multi-Species <br /> Habitat Conservation Plan or the mitigation found in Section 4.9,Biological Resources. <br /> Implementation of either of these measures would result in a less-than-significant planning <br /> impact. Refer to Section 4.9, Biological Resources for a more detailed discussion of impacts to <br /> biological resources. <br /> Mitigation Measure: No mitigation is required. <br /> ti.
