4 ENVIRONMENTAL ANALYSIS
4.4 TRANSPORTATION AND CIRCULATION
_ Blewett Road between Bird Road and Interstate 5
Blewett Road currently operates at LOS A and is expected to continue to operate at acceptable
levels of service with the project through the year 2025.
Blewett Road between Interstate 5 and Koster Road
Blewett Road currently operates at LOS A and is expected to continue to operate at acceptable
levels of service with the project through the year 2025.
Mitigation Measure 4.4.2: The project sponsor will be required to contribute an equitable
share of the cost of the widening of SR 132 to two lanes in each direction between I-580 and
McCracken Road. With construction of two lanes in each direction,SR 132 is expected to
experience acceptable levels of service through the year 2025.
Significance after Mitigation: Less-than-significant
Other Impact Issues
Impact 4.4.3: H Haul Route Option 2 is approved,project-generated haul truck traffic
would cause an increased traffic safety hazard at the intersection of State Route 132 and
Koster Road. This would be a potentially significant impact.
Under the Option 2 haul route scenario, the project would add inbound traffic, most noticeably
haul truck traffic,to the left-turn and right-tum movements from SR 132 to Koster Road.
Currently there are no left-tum lanes, and no full-width right-tum lanes,on SR 132 at Koster
Road; the right-side shoulders are used by right-turning vehicles to decelerate to a safe turning
speed, but the shoulders are not wide enough to fully accommodate a haul truck. This would
represent a significant safety hazard because there is only one travel lane on SR 132, and traffic
on SR 132 travels at high speeds.
Mitigation 4.4-3: If Haul Route Option 2 is approved, the project applicant would be
required to negotiate with the San Joaquin County Department of public Works and the
State Department of Transportation (Caltrans)regarding the project's fair share
contribution to necessary upgrades to the intersection of SR 132 and Koster Road
(including left-turn lanes,and acceleration/deceleration lanes).
If Mitigation Measures 4.4-3 were funded and implemented, the traffic safety impact would
be reduced to a less-than-significant level.
Impact 4.4.4: Project generated traffic could result in accelerated pavement deterioration
on study area roadways. This would be a potentially significant impact.
... RMC Pacific Vemahk Q..y Mining and Reclamation Prgw 4.4-17 FSA 1203015
Adminiattedve Dma Eat March 2004
