4 ENVIRONMENTAL ANALYSIS <br /> 4.4 TRANSPORTATION AND CIRCULATION <br /> _ Blewett Road between Bird Road and Interstate 5 <br /> Blewett Road currently operates at LOS A and is expected to continue to operate at acceptable <br /> levels of service with the project through the year 2025. <br /> Blewett Road between Interstate 5 and Koster Road <br /> Blewett Road currently operates at LOS A and is expected to continue to operate at acceptable <br /> levels of service with the project through the year 2025. <br /> Mitigation Measure 4.4.2: The project sponsor will be required to contribute an equitable <br /> share of the cost of the widening of SR 132 to two lanes in each direction between I-580 and <br /> McCracken Road. With construction of two lanes in each direction,SR 132 is expected to <br /> experience acceptable levels of service through the year 2025. <br /> Significance after Mitigation: Less-than-significant <br /> Other Impact Issues <br /> Impact 4.4.3: H Haul Route Option 2 is approved,project-generated haul truck traffic <br /> would cause an increased traffic safety hazard at the intersection of State Route 132 and <br /> Koster Road. This would be a potentially significant impact. <br /> Under the Option 2 haul route scenario, the project would add inbound traffic, most noticeably <br /> haul truck traffic,to the left-turn and right-tum movements from SR 132 to Koster Road. <br /> Currently there are no left-tum lanes, and no full-width right-tum lanes,on SR 132 at Koster <br /> Road; the right-side shoulders are used by right-turning vehicles to decelerate to a safe turning <br /> speed, but the shoulders are not wide enough to fully accommodate a haul truck. This would <br /> represent a significant safety hazard because there is only one travel lane on SR 132, and traffic <br /> on SR 132 travels at high speeds. <br /> Mitigation 4.4-3: If Haul Route Option 2 is approved,the project applicant would be <br /> required to negotiate with the San Joaquin County Department of public Works and the <br /> State Department of Transportation (Caltrans)regarding the project's fair share <br /> contribution to necessary upgrades to the intersection of SR 132 and Koster Road <br /> (including left-turn lanes,and acceleration/deceleration lanes). <br /> If Mitigation Measures 4.4-3 were funded and implemented,the traffic safety impact would <br /> be reduced to a less-than-significant level. <br /> Impact 4.4.4: Project generated traffic could result in accelerated pavement deterioration <br /> on study area roadways.
