ENVIRONMENTAL ANALYSIS <br /> 4.4 TRANSPORTATION AND CIRCULATION - <br /> Interstate 580/SR 132 Interchange <br /> Freeway weaving and ramp analyses indicate that the interchange is expected to operate at <br /> acceptable levels of service through the year 2025 with the project based on the projected traffic <br /> volumes. <br /> Mitigation Measure 4.4.1a: The intersection of Koster and Blewett Roads will require <br /> widening to accommodate truck turning movements if access to the mining site is provided <br /> via Koster Road,or if Haul Route Option 2 is allowed. If the County allows the use of this <br /> haul route,the project sponsor would fund its fair share of this measure as a condition of <br /> approval of the project. Peters Engineering Group conducted a Fair-Share Percentage <br /> analysis as part of its Traffic Impact Study for this project. This analysis is contained in <br /> Appendix C. <br /> Mitigation Measure 4.4.1b: As a condition of approval,the applicant will be required to <br /> contribute an equitable share of the cost of the construction of a new interchange at SR 132 <br /> and Bird Road. Caltrans has approved a Project Study Report for an interchange to <br /> replace the existing intersection. The proposed interchange is expected to mitigate the <br /> cumulative impacts to the intersection. <br /> Significance atter Mitigation: Less-than-significant. <br /> Regional Roadway Operations <br /> Impact 4.4.2: The project would increase traffic on regional roadways in the project <br /> vicinity. This would be a potentially significant impact. <br /> A discussion of the project's potential impact to each roadway segment is provided below: <br /> Bird Road between Blewett Road and SR 132 <br /> Bird Road currently operates at LOS A and is expected to continue to operate at acceptable levels <br /> of service with the proposed project through the year 2025. _ <br /> SR 132 between Interstate 580 and McCracken Road <br /> The analysis concludes that the segments of SR 132 that consist of only one lane in each direction <br /> are currently operating at LOS D. Where SR 132 is a four-lane divided highway,the road <br /> segment operates at acceptable levels of service. With construction of the project, similar levels <br /> of service,ranging from LOS D to LOS E are expected to result. Based on these factors, it is <br /> concluded that SR 132 should be widened to four travel lanes in each direction as soon as <br /> feasible.
