4. ENVIRONMENTAL ANALYSIS <br /> 4.5 NOISE - <br /> The project and cumulative scenarios are compared to existing conditions according to _ <br /> Significance Criteria 1 and 2 discussed above. As seen in Table 4.5-5, Segments 1-4 would not <br /> experience increased noise levels due to mine operations under both Haul Route Option 1 and <br /> Haul Route Option 2 because they would not carry additional truck haul trips. Segments 6-8, _ <br /> however,would experience increased noise levels under both project alternatives. <br /> Under Haul Route Option 1, Segment 5 would also not experience additional roadside noise and <br /> the noise increases along Segment 6 and Segment 7 would be less-than-significant(less than 3.0 <br /> dBA). Segment 8, however,would experience a noise increase of 8.7 dBA, and would affect <br /> approximately three residences along an approximate 500-foot stretch of Bird Road near the — <br /> Interstate 5 overpass. This would be a significant impact. <br /> Under Haul Route Option 2,the noise increases along Segment 6 and Segment 7 would also be <br /> less-than-significant(less than 3.0 dBA)while noise levels along Segment 5 and Segment 8 <br /> would increase by about 9 dBA and 6 dBA, respectively, and therefore considered a significant <br /> impact. The two residences located on the east side of Segment 5 are approximately 1,500 feet <br /> apart, as shown by Figure 4.5-2. <br /> Mitigation Measure 4.5.3: The Applicant shall fund the construction of solid fences along <br /> those property lines of residences located along mad segments that will experience a <br /> significant increase in noise due to project-related truck traffic. The Applicant shall design <br /> the sound walls to provide sufficient attenuation such that the resultant noise level exceeds <br /> existing levels by less than 3 dBA. <br /> Solid fences that provide attenuation of at least 7 dBA would adequately minimize truck noise at <br /> the affected residences along Segment 5 and Segment 8,reducing the impacts to a less-than- <br /> significant level. <br /> Significance after Mitigation: Less-than-significant. <br /> RMC Pacific Vemalis Quarry Mining and Reclamation Pmjca 4.5-I8 ESA 1203015 <br /> Administrative Draft EIR Mamh 2004 <br />
