ENVIRONMENTAL ANALYSIS <br /> 4.6 AIR QUALrrY —. <br /> • Implementation of the Federal Title III Toxics program. <br /> Mobile Source Controls <br /> The approach to regulation of TACs from mobile sources has been through establishment(by — <br /> U.S.EPA and CARB)of emissions standards for motor vehicles (imposed on vehicle <br /> manufacturers)and through specifications for gasoline and diesel fuel sold in California(imposed <br /> on fuel refineries and retailers),rather than through air quality permits or regulations on how <br /> motor vehicles are used by the general public. <br /> San Joaquin County General Plan <br /> The General Plan for San Joaquin County (July 1992)summarizes emission reduction strategies <br /> for mobile, stationary and area sources to protect public health,agricultural crops, scenic <br /> resources, and the natural environments from air pollution. The Air Quality Element of the <br /> General Plan contains goals and policies that encourage emission reduction strategies that comply <br /> with state and federal standards. These goals are provided below: <br /> 1. San Joaquin County shall meet and maintain all State and national standards for air quality. <br /> 2. Motor vehicle emissions shall be minimized through land use and transportation strategies, <br /> as well as by promotion of alternative fuels. <br /> 3. Projects shall be designed to minimize concentrations of CO. <br /> 4. Air quality hazards from pesticides shall be minimized, <br /> 5. The elimination of chlorofluorocarbons shall be supported. <br /> 6. The County shall participate in programs to monitor harmful air contaminants and — <br /> determine their impacts. <br /> 7. The County shall annually evaluate and report on air quality and periodically update air _ <br /> quality projections. <br /> 8. The County shall prepare and enforce plans to attain air quality standards. <br /> 9. The County shall develop and maintain a list of thresholds at which projects shall require <br /> air quality impact studies. The County shall condition new development to include <br /> Transportation Control Measures emphasizing alternative modes of transportation. — <br /> 10.
