4. ENVIRONMENTAL ANALYSIS <br /> 4.6 AIR QUALITY <br /> ` d) Protecting residential areas and sensitive receptors such as aquiculture from air <br /> pollution sources. <br /> 11. The County shall continue to operate an emission banking program. <br /> 12. The County shall support programs leading to the use of alternative fuels. <br /> San Joaquin Valley Unified Air Pollutant Control District <br /> The Valley Air District is responsible for regulating stationary source emissions in the City of <br /> Stockton. The Valley Air District is responsible for preparing the air quality plans(or portions <br /> thereof)for the entirety of its jurisdiction, which include the San Joaquin,Stanislaus, Merced, <br /> Madera,Fresno, Kings,and Tulare Countries,and a portion of Kern County. The Valley Air <br /> District's primary means of implementing the air quality plans is by adopting rules and <br /> regulations. Stationary sources within the jurisdiction are regulated by the District's permit <br /> authority over such sources and through its review and planning activities. For example,the <br /> Valley Air District adopted its Regulation VIII-Fugitive Dust Control, Rule 8010,on October 21, <br /> 1993. This regulation consists of a series of emission reduction rules intended to implement the <br /> PMI'0 Attainment Demonstration Plan. The PM10 Attainment Demonstration Plan emphasizes <br /> reducing fugitive dust as a means of achieving attainment of the federal standards for PM 10. The <br /> Valley Air District has determined that compliance with its Regulation VIII Fugitive PM10 <br /> ` Prohibitions, including implementation of all feasible control measures specified in its Guide for <br /> Assessing Air Quality Impacts(SJVAPCD, 2002),is sufficient mitigation to minimize adverse air <br /> quality effects associated with construction-related activities. <br /> FEDERAL REGULATIONS FOR CRITERIA POLLUTANTS <br /> Standards of Performance for New Stationary Sources <br /> Section 111 of the California Ambient Air(CAA), Standards of Performance of New Stationary <br /> Sources,requires EPA to establish federal emission standards for source categories which cause <br /> or contribute significantly to air pollution. These standards are intended to promote use of the <br /> best air pollution control technologies,taking into account the cost of such technology and any <br /> other non-air quality,health,and environmental impact and energy requirements. <br /> Prevention of Significant Deterioration <br /> Prevention of Significant Deterioration(PSD)regulations were first promulgated by the EPA(40 <br /> CFR 52)to prevent air quality degradation in those areas where criteria air pollutant <br /> concentrations are below the ambient standards(i.e., attainment areas).
