4. ENVIRONMENTAL ANALYSIS <br /> 4.6 AM QUM= <br /> Title V Federal Operating Permit(Title V) <br /> Title V of the 1990 CAA Amendments requires all major sources and some minor sources of air <br /> pollution to obtain an operating permit. A Title V permit grants a source permission to operate. <br /> The permit includes all air pollution requirements that apply to the source, including emissions — <br /> limits and monitoring,record keeping, and reporting requirements. It also requires that the source <br /> report its compliance status with respect to permit conditions to the permitting authority. Under <br /> Title V of the CAA, any source that emits or has the potential to emit 100 tons per year or more <br /> of any criteria air pollutant is a major source and must obtain a Title V operating permit. <br /> Asbestos Toxic Air Control Measure <br /> On July 22 of 2002,the CARB adopted a new Asbestos Airborne Toxic Control Measure for <br /> construction,grading,quarrying,and surface mining operations. New emission control measures, <br /> such as dust suppressants,will apply to activities such as road construction and road maintenance, <br /> construction,grading,and quarrying and surface mining operations in areas with naturally- <br /> occurring asbestos/serpentine rock. <br /> Existing Air Quality Conditions <br /> A regional air quality monitoring network provides information on ambient concentrations of <br /> criteria air pollutants. Monitored ambient air pollutant concentrations reflect the number and <br /> strength of emissions sources and the influence of topographical and meteorological factors. <br /> Table 4.6-3 presents a seven-year summary of air pollutant data collected at the two <br /> representative monitoring stations nearest the Project Area; one in Modesto on 14'h Street and one _ <br /> in Tracy,as well as the applicable State and Federal ambient air quality standards. The Modesto <br /> station,approximately 20 miles from the Proposed Project,measures concentrations of all criteria <br /> air pollutants. The Tracy station,approximately 15 miles from the Proposed Project,measures _ <br /> ozone concentrations only. The analysis used ozone background from the Tracy station and other <br /> air pollutant data from the Modesto station. Pollutant concentrations measured at these stations <br /> are representative of background air pollutant concentrations for the Project Area. — <br /> The number of days during which ozone concentrations violated the state standard is noticeably <br /> lower since 1999, when it peaked. Based on the data from 1997 through 2002,ozone — <br /> concentrations violate the state ozone standard an average of 9 days per year. Major sources of <br /> ROG emissions (a precursor to ozone formation) in the San Joaquin Valley are mobile sources, <br /> solvents, and oil and gas production. On-road motor vehicles and fuel combustion account for — <br /> roughly 34 and 70 percent of the San Joaquin Valley's total ROG and NOx emissions, <br /> respectively(CARB, 2003). <br /> Table 4.6-3 indicates that background PM 10 and ozone concentrations have exceeded state <br /> standards in each year between 1997 and 2002. Major sources of PM10 in the region include <br /> motor vehicles,power generation,industrial processes,wood burning,construction and farming <br /> activities(CARB, 2003).
