4. ENVIRONMENTAL ANALYSIS <br /> 4.10 CULTURAL RESOURCES <br /> L entire proposed project area has been subjected to prior disturbance associated with agricultural <br /> uses,it is possible that unidentified,buried archaeological remains are present. <br /> 4.10.3 IMPACTS AND MITIGATION MEASURES <br /> This section describes the criteria used to determine if significant impacts would occur,the types <br /> of project-related actions and design elements that could result in significant impacts on <br /> important cultural resources, a description of identified potential impacts, and the identification of <br /> feasible mitigation measures that would reduce potential impacts to a less-than-significant level. <br /> SIGNIFICANCE CRITERIA <br /> 6. According to the CEQA, a project with an effect that may cause a substantial adverse change in <br /> the significance of an historical resource is a project that may have a significant effect on the <br /> environment(CEQA rev. 1998 Section 15064.5(b)). CEQA further states that a substantial <br /> adverse change in the significance of a resource means the physical demolition, destruction, <br /> relocation,or alteration of the resource or its immediate surroundings such that the significance of <br /> _ an historical resource would be materially impaired. Actions that would materially impair the <br /> significance of a historic resource are any actions that would demolish or adversely alter those <br /> physical characteristics of an historical resource that convey its historical significance and qualify <br /> r it for inclusion in the California Register of Historic Resources(CRHR)or in a local register or <br /> survey that meet the requirements of Sections 5020.1(k) and 5024.1(g)of the Public Resources <br /> Code. <br /> Impact Mechanisms <br /> ` Impacts on cultural resources could result from the following project-related activities or project <br /> design elements: <br /> Ground-disturbing activities. Project-related excavation,grading,trenching,or other <br /> ` sub-surface disturbance could damage or destroy buried archaeological resources including <br /> prehistoric and historic remains or human burials. <br /> Impact 4.10.1: Damage to Previously Unidentified Buried Archaeological Remains During <br /> Project Construction. <br /> Unidentified,buried archaeological remains could be present in the project site. Buried <br /> archaeological remains such as prehistoric midden deposits, flaked and ground stone artifacts, <br /> _ bone, shell,building foundations and walls,and other buried cultural materials could be damaged <br /> during excavation, grading,trenching, and other construction related activities. Damage to <br /> significant buried archaeological remains would be a significant impact.
