4. ENVIRONMENTAL ANALYSIS <br /> 4.11 HAZARDS AND HAZARDOUS MATERIALS <br /> was identified in the database search as being located near the intersection of South Costa <br /> Ranch Road (formerly Koster Road)and Blewett Road. The exact location could not be <br /> determined. The agencies who would oversee this type of case were contacted. There are <br /> no records on file for this site with the Department of Toxic Substances Control,the <br /> Regional Water Quality Control Board,or the San Joaquin County Environmental Health <br /> Department. Encountering contaminated soil,surface water,and groundwater without <br /> taking proper precautions could result in the exposure of construction workers and <br /> consequently result in associated significant adverse human health and environmental <br /> impacts. This would be a potentially significant impact. <br /> No obvious signs of contamination were noted at the project site. However, several large trucks, <br /> agricultural equipment, vehicles,and a few old tanks are stored on the site which could have <br /> leaked fuel and other fluids onto the ground. There are several above ground fuel storage tanks <br /> and an above ground waste oil tank on the project site. Several 55-gallon drums(contents <br /> unknown) were observed on the site,an agricultural chemical storage trailer,and various <br /> substances(motor oil,hydraulic fluid) are stored in the barn on the site. <br /> Mitigation Measure 4.11.1: If contaminated soil and/or groundwater are encountered or <br /> suspected contamination is encountered during site clearing,construction activities,and <br /> mining activities,work shall be halted in the area of concern. The Applicant shall <br /> determine the type and extent of the contamination by consulting with the appropriate <br /> regulatory agencies(RWQCB,DTSC,and/or the San Joaquin or Stanislaus County Health <br /> Department)and implementing any necessary measures,such as soil and/or groundwater <br /> sampling and analysis. If required by the regulatory agencies,a remediation plan shall be <br /> implemented either in conjunction with or prior to continued project construction and/or <br /> mining activities. — <br /> Significance after Mitigation: Less-than-significant. <br /> Impact 4.11.2: During excavation,grading,and construction activities of the proposed <br /> facilities,it is anticipated that limited quantities of miscellaneous hazardous substances, <br /> such as gasoline,diesel fuel,hydraulic fluid,solvents,oils,etc.would be brought onto the <br /> site. In addition,the proposed project operations will include the use of fuels and other <br /> hazardous materials.As with any liquid and solid,during handling and transfer from one <br /> container to another,the potential for an accidental release exists. Depending on the <br /> relative hazard of the material,if a spill were to occur of significant quantity,the accidental <br /> release could pose both a hazard to construction employees as well as the environment. <br /> This would be a potentially significant impact. <br /> Mitigation Measure 4.11.2: The project applicant shall ensure that all contractors and <br /> employees immediately control the source of any leak and immediately contain any spill <br /> utilizing appropriate spill containment and countermeasures. If required by any regulatory - <br /> agency,contaminated media shall be collected and disposed of at an off-site facility <br /> approved to accept such media.
