ENVERONNIRNTAL ANALYSIS <br /> 4.11 HAZARDS AND HAZARDOUS MATERIALS <br /> past,either for which the Department of Agriculture no longer has records or during the <br /> time when there were no restrictions on pesticide use. Topsoil would not be mined and <br /> distributed for sale to the public. This would be a less-than-significant impact. <br /> It is possible that agricultural chemical residues are contained within the soils on the property due <br /> to the past and current agricultural use of the property for row crops and orchards. However,all <br /> federal and state OSHA requirements would be implemented to protect workers during the <br /> removal of the topsoil,and dust suppression would be used during site clearing,topsoil removal, <br /> and mining activities and for maintenance of the soil stockpiles and berms. <br /> Mitigation Measure: No mitigation is required. <br /> Impact 4.11.6: Exposure of individuals to asbestos containing dust and lead-based paint. <br /> _ The existing structures on the project site that would be moved to another location on the <br /> site may have asbestos-containing materials(ACMs)and lead-based paint may have been <br /> used in the construction of those structures. Indiscriminate and unmitigated demolition of <br /> structures containing ACMs and lead-based paint could create asbestos dust,lead paint <br /> chips and lead dust that could travel offsite and present an inhalation hazard for both <br /> construction workers and the surrounding public. In addition,collection and disposal of <br /> ACMs and lead paint debris by untrained personnel could similarly result in asbestos and <br /> lead paint dust emissions offsite. This would be a potentially significant impact. <br /> Mitigation Measure 4.11.6: An asbestos survey and a lead based paint survey should be <br /> completed on all of the structures located on the project site prior to any removal or <br /> demolition activities.
