ENVIRONMENTAL ANALYSIS <br /> 4.11 HAZARDS AND HAZARDOUS MATERIALS <br /> have secondary containment consisting of a concrete berm that will have a capacity to contain _ <br /> 110 percent of the tank size. <br /> The Mine Safety Orders, Section 6982,Materials Storage and Handling,would be complied with _ <br /> for all hazardous materials and compressed gas cylinders at the project site. The regulations <br /> require the following: <br /> • Materials shall be stored in conformance with the Housekeeping and Maintenance <br /> Standards of the General Industry Safety Orders. <br /> • Hazardous materials shall be stored and handled in conformance with Hot, Flammable, <br /> Poisonous, Corrosive, and Irritant Substances Standards of the General Industry Safety <br /> Orders. <br /> • Hazardous materials shall be labeled in conformance with the Labeling of Injurious <br /> Substances Standards of the General Industry Safety Orders. <br /> • Compressed and liquid gas cylinders shall be stored and/or secured in conformance with <br /> the General Industry Safety Orders. <br /> • Valves on compressed gas cylinders shall be protected by covers when being transported or <br /> stored, and by a safe location when the cylinders are in use. <br /> Mitigation Measure: No mitigation is required. <br /> Impact 4.11.4: Exposure of the existing and future residents near the Proposed Project area <br /> to potentially high levels of nuisance and disease vectoring mosquitoes from the addition of <br /> silt ponds and mining pits that could contain storm water on the Proposed Project site <br /> would be a significant health hazard. Mosquitoes are vectors of diseases such as malaria, <br /> encephalitis,west nile virus,and canine heartworm disease. This would be a potentially <br /> significant impact. <br /> Mitigation Measure 4.11.4: The silt ponds and the mining pits proposed as a part of the <br /> project should he properly designed and maintained so that they do not breed mosquitoes. <br /> The design and maintenance of the basins should be done in consultation with the San <br /> Joaquin County Mosquito Abatement District and the East Side Mosquito Abatement <br /> District in Stanislaus County. - <br /> Significance after Mitigation: Less-than-significant. <br /> Impact 4.11.5: Records maintained at the San Joaquin County Agricultural Commissioner <br /> show that restricted pesticides have been permitted for use on the project site. Their <br /> records date back to the year 2000.
