5. ALTERNATIVES <br /> • The requirement of the CEQA Guidelines to consider a"no project'alternative and to <br /> identify an"environmentally superior"alternative in addition to the no-project alternative <br /> [CEQA Guidelines, Section 15126.6(e)]. <br /> In view of the factors presented above,the following alternatives were selected for evaluation in this EIR: <br /> Alternative 1 —No Project Alternative — <br /> Alternative 2—Reduced Project Production <br /> Alternative 3—Off-Site Alternative <br /> ALTERNATIVES ELIMINATED FROM FURTHER CONSIDERATION <br /> CEQA Guidelines Section 15126.6(f)(2) specifically addresses the requirements for — <br /> consideration of alternate locations. A pivotal consideration is whether any of the.significant <br /> impacts of the Proposed Project would be avoided or substantially lessened by placing the <br /> Proposed Project at another location. If another location would not avoid or substantially lessen <br /> the environmental impacts associated with the Proposed Project location, or if the alternate <br /> location would result in one or more significant adverse environmental effects in addition to those <br /> caused at the proposed location,then such alternate location may be rejected from further analysis <br /> in the EIR. If,during the scoping process for the EIR,the Lead Agency concludes that no <br /> feasible and environmentally superior alternate locations exist,the reasons for this conclusion <br /> must be briefly explained in the EIR. <br /> ALTERNATIVE PROCESSING PLANT LOCATION <br /> This alternative was considered but eliminated from further consideration. Even though some of <br /> the impacts might be reduced over those of the proposed project others would be increased. _ <br /> Description <br /> Under this alternative,the processing plant was considered for another location on the site. <br /> Locations with main site access from Blewett Road were considered,and a location further south <br /> along Koster Road was considered. _ <br /> The two locations considered on the project site that would have access from Blewett Road were: <br /> (1)the corner of Blewett Road and Koster Road(Phase IV),and(2)along the eastern side of the _ <br /> project site(mining Phase VII or Phase VIII). The location considered on the project site that is <br /> located further south on Koster Road is mining Phase II or Phase III. <br /> Basis for Selection <br /> This alternative is included in the EIR to provide a basis for comparing the impacts of a relocated _ <br /> processing plant onsite. Moving the processing plant so that the access to the site would be along <br /> Blewett Road may potentially reduce traffic impacts on Koster Road and those at the intersection <br /> of Koster Road and Blewett Road.
